ms. jackson leon this, and i want to commend -- ms. jackson lee on this, and i want to commend the chairman of the committee as well, mr. goodlatte, dealing with this very important subject. but, ladies and gentlemen, we must avoid subjecting more people to mandatory sentences -- minimum sentences. as a matter of principle, i oppose mandatory minimum sentences because they're injustice -- they're injustice, they're unwise. -- their unjust, they're unwise. his has led to extraordinary ins, prison overcrowding -- injustices, prison overcrowding, excessive cost to taxpayers as well. and they have been shown to have a disparate impact on minorities. while i'm committing to combating the importation of illegal drugs in this country, must oppose the expansion of mandatory minimum sentences, which is what s. 32 would do. in our judiciary committee markup, i offered an amendment to limit the scope of the changes that would be made by this bill to the lead, or organizers of the drug organizations -- leaders or organizers of the drug organization

ms. jackson lee. ms. jackson lee: this is an emotion ol night -- emotional night for me. thank you, ms. clarke, for fwiding us. thank you to mr. guinta and ms. kuster. i am so moved by the fact that we are here on a bipartisan statement and as i spoke to ms. kuster and indicated as ranking member of the justice committee, count me in, as she began to expand the window, the tragic window of the impact of drug addiction, particularly opioids. let me speak quickly because i have a lot to say. this is an epidemic that's gone beyond reason, between 2000 and 2014, almost half a million people died from drug overdoses. 2014 alone, more than 27,000 people died of drug overdoses. the largest percentage of overdose deaths were attributed to opioids, painkiller, methadone, morphine and heroin. today in the rules committee we made it clear we want to work with doctors an law enforcement. we also said we understand the use of painkillers during end of life and we understand that. so we're not here to condemn. we a

ms. jackson lee: mr. speaker, it is certainly time for congress to do its job. just last week we were briefed by the centers for disease control regarding the zika virus. earlier today in my congressional district in houston, one of the infectious disease specialists called houston and the gulf region the epicenter of the zika virus. it is well known that any child that is infected will cause $-- cost $10 million. frankly, the brain is literally destroyed by the virus and so the deformity is the fact that there is no brain that is functioning in this child. this map indicates the whole gulf region, that is clearly in the eye of the storm. and this map indicates that houston, among other big cities, are number ones as it relates to the zika virus. so, my call today is for us to fully fund the president's emergency supplemental. this is the mosquito that will be impacted. and we discussed today a task force, which i created in my district, and finally, just to leave this information, this is the mosquito, use deet. thanks serious matter. we need full funding for t
