ms. jackson lee, is recognized for 60 minutes as the designee of the minority leader. ms. kson lee: i thank the speaker very much and i ask unanimous consent that members may have five days to submit their statements into the record. the speaker pro tempore: without objection. ms. jackson lee: this evening, mr. speaker, i'm pleased to be anchoring the congressional black caucus hour on voter protection. at the same time that i have the privilege of hosting this very important discussion, let me make note of the fact that our very distinguished member, congressman charlie rangel, is being toasted and recognized by our members and i know that many of them will be commemorating congressman rangel, who is a dear friend of mine, who served as an assistant u.s. attorney, a korean war vet, who understands when soldiers go to battle they go to battle so that others might have the opportunity for freedom. and certainly embodied in freedom has to be the idea of being able to vote. so this evening as i discuss these issues, i am delighted to acknowledge him and as well to acknowledge

ms. jackson lee: move to strike the last word. the chair: the gentlelady is recognized. ms. jackson lee: i can appreciate the frustration that many times we feel as members of congress on actions by the federal government. there are two points i would like to make. one, immigration has been defined as enissue under the jurisdiction of the federal government. no matter what attorney general is in place and what position they take, they take it as a representative of the executive, but also of the people of the united states of america. to highlight attorney general eric holder for fulfilling the responsibilities of an a.g., which is to defend against laws that are discriminatory under federal law, to maintain the integrity of the federal responsibility of certain laws, which happens to be immigration would be, i believe, a -- highlighting or a targeting a member of the president's cabinet, and i agree with my ranking member, mr. fattah, of any administration for doing their duty. so i would just say that i am empathetic to all of our duties trying to represent our constituency

ms. jackson lee. for two minutes. the speaker pro tempore: the gentlelady is recognized for two minutes. ms. jackson lee: mr. chairman, i thank you for yielding. mr. speaker, thank you and i thank the chairman of the full committee and the ranking member, as ranking member of the transportation security committee, it's my privilege to rise to support h.res. 1299 and let me thank the author of the bill, the gentleman from minnesota, for his leadership he is always speaking eloquently but fighting for our veterans and we thank you very much both for your service and your leadership and also to thank the gentlelady from florida for her kind and astute remarks regarding the importance of t.s.a. in the last 24 hours there was a breach of security in san diego when an individual went through a secured door and boarded a plane. immediately -- immediate response from some commentators was, what was t.s.a. doing? they were doing their job and that breach obviously occurred before any entering into the secured area but it tells

ms. jackson lee: strike the requisite number of words. the chair: the gentlewoman is recognized for five minutes. ms. jackson lee: i rise to support the second chance amendment of mr. davis. i thank him for his long work and the work that he has done with many of us in this congress on this issue. this has been a long journey. i think, if i recollect, it was seven years in the making, congressman davis, before the bill itself was actually passed. i want to focus on two points. one, i understand the account which this money is coming from, and i make the argument that we have seen sufficient decrease in the number of undumonted aliens coming across the border and we've seen a greater handling of these individuals and frankly, the question is whether these funds should be used, what is a strictly federal issue, which is the control of immigration in this nation. so i would make the argument that this is a -- an appropriate utilization of these funds, these extra funds, that would add to the second chance because, one, it brings it to the pre

ms. jackson lee: i strike the requisite number of words. the chair: the gentlelady is recognized. ms. jackson lee: i know that members are probably drafting some more limitations as we speak and i respect their prerogative but i would add this point as i listen to my good friend from iowa, who i know is certainly a civil libertarian and believes in individual rights and the proponent of this amendment does as well and i would ask the proponent to similarly withdraw the amendment. there are several factors that would contribute to that. the questionery by the gentleman from massachusetts whether the amendment even does anything. if we look at the 10th amendment which my friends on the other side of the aisle haveals paraded before us and even there is a domea law that the matter should be left to the state and there are many different positions on this issue throughout the state, throughout the different states. some have positions, do do not. now we have a bill or an amendment, rather, that simply seems to deal with actions stated by the executive on this very day. my friend from iowa

ms. jackson lee: i thank the speaker very much.i join with my colleagues recognizing the crisis that is being faced by the postal offices across america, both urban and rural. we look forward to bringing a contingent of workers and postal persons from around the country to this congress to urge to move forward quickly in utilizing the senate proposal. at the same time, i'm deeply saddened by reconciliation budget proposal by my friend on the other side of the aisle that's going to cut the social services block grant. it's going to cut medicaid. it's going to cut meals on wheels. as a former chairperson of the interfaith ministries in houston, texas, what a sad day to cut meals on wheels. today and this week is teacher appreciation week and i salute them. they are great and grand as they teach our children that they can reach for the sky. that is why today the congressional children's caucus will host leaders, the producer and director of the movie bully. 18 million children have been bullied. like a 13-year-old girl scout who said

ms. jackson lee: mr. speaker, thank you very much. there is nothing more precious than the nation's children. of course we love and respect our seniors, respect our families, respect our men and women in the united states military. in fact, america has a great future, but all of us realize that that future is grounded not only on our democratic principals but on what we do for our children. bullying in the nation's schools is at epidemic proportions. two weeks ago in my community one young person took a sock with a key or lock in it and caused another young person to leave that school in the hospital in an ambulance with some 15 or 20 stitches. the results of bullying that resulted in the suicide of one college student, the suicide of a 13-year-old. we have certainly seen the bullying movie. i want to thank lee hirsch for joining me last week in listening to the stories of those who will tell real stories. today i introduce h.r. 5770, which is the anti-bullying prevention law, including the re-authorization of juvenile block grant. it

ms. jackson lee: thank you very much, mr. speaker. i rise this afternoon to pay tribute to the nation's mothers and to be able to wish them a wonderful happy mother's day. this morning i had the privilege of going to the women's war monument at arlington cemetery, to lay a wreath for our fallen women who fell in battle in the service of their nation. many of them were mothers. i stand today to say to them, even in the loss of life, we thank you, we honor you. i honor my mother who lost her life in 2010, along where my aunt, valerie bennett, along with my living aunt, vickie bennett, and as well audrey bennett. and some of the mothers of my community, ruby moseley, danny simmons, sylvia gonzalez, ester campos. so many mothers who have served their communities. the late beulah shepherd. so many of them. but i want to say to the nation's mothers that we have an obligation to ensure that your children are protected and that the lives of women are protected and that we recognize and respect all of the service, both of you, or all of you th
