ms. jackson lee. ms. jackson lee: let me thank the chairman for the time and to e two managers of this particular legislation on the floor, particularly to the ranking member for his leadership. and simply ask the question for those of us who have served in this body the time when the unfunded mandates' original legislation was passed what possible addition this particular amendment can have. let me first start off by saying that i appreciate the good intentions of work that is brought to the floor of the house, but i want to remind my colleagues that as we speak the growing numbers of the uninsured continue to rise. and the emergency unemployment insurance has not been passed by this body. in fact, not passing unemployment insurance is an unfunded mandate. for what we do as we say to the states that 1.3 million, 1.5 million plus, including family members, of individuals who have worked and who are out every day looking for work, are no longer the responsibility of anyone here in the federal government. af

ms. jackson lee: i ask unanimous consent to address the house for one minute. the speaker pro tempore: without objection, the gentlewoman is recognized for e minute. ms. jackson lee: yesterday in the judiciary committee, we had a vigorous hearing and discussion on the questions of the national security agency and the privacy for the american people. i have introduced h.r. 2434, civilian contractors engaged reduction act which has seen a large support from the white house and others about the importance of considering and looking at reduction of the outsourcing of our intelligence activities and really bringing inhouse the training and expertise. i introduced h.r. 2440 which is sunshine fisa court which i'm gladys in uniting and strengthening america and ending eavesdropping. this is dealing with the controlling that has occurred by the n.s.a. what america wants is security but balance with privacy and respect for the fourth amendment, and it is important for this congress to come together in a bipartisan way to stand up and be on america's side, america's people

ms. jackson lee: i ask to address the house for one minute. the speaker pro tempore: without objection, the gentlelady is recognized for one minute. ms. jackson lee: thank you, mr. speaker. i'd like to take this opportunity to congratulate united states attorney general eric holder and president obama for joining with voices, particularly those of the house judiciary committee, republicans and democrats, and acknowledging that the united states exroistexroses only 5% of the world's population but we incarcerate almost 1/4 of the world's prisoners. while the entire u.s. population has increased about 1/3 other over the last 30 years, the federal prison population has increased at a staggering rate of 800%, currently totaling nearly 216,000 inmates, currently operating at a 33% over capacity. 1/2 of those federal prison populations are drug offenses. while some of them are truly dangerous persons, as a deputy attorney general said, many of them are first-timers and possession-only, that wound up on the federal laws, the crack cocaine laws, in the
