ms. johnson and annette williams. linda is in the services division, and she is being honored for the successful transition that she led for the regional transit connection customers on to the clipper system. we transferred this in 2010, and linda was heading up the rtc office at that time. a very difficult transition for many for whom the electronic media was a very foreign concept. she required a lot of specialized outreach and customer service and development of materials in multiple languages, kind of a difficult transition for this population that had fears of new technology and other concerns. she had to work on the technical side with the clipper and their staff to work through issues and was dealing with people who need, because of their varying disabilities, maybe need more or specialized attention than others would. we now have as a result 7000 disabled clipper card customers that are using their discount fast passes every month. for her service here and for her 20 years with the agency, we would like to gen

ms. johnson phoned the police to report that her roommate, mr. smith, was suffering from psychological problems, had been drinking, and was taking medication. in her request for the police, this johnson indicated mr. smith was not known to carry weapons and that she wanted vice from officers on how to deal with mr. smith. she needed assistance based on his behavior. officers brodericks suguitan and samuel fung arrived at the scene within four minutes. officer suguitan and fung were met by the woman outside of her porch. officer suguitan observed at the front door of the residence was open and stepped inside. officer suguitan noticed mr. smith and mr. rios, an additional roommate, were standing face to face having a conversation. both men were approximately 7 feet in front of officer suguitan. officer suguitan looked at both men and stated, how are you doing, we are here to help. mr. smith and mr. rios both faced officer suguitan. immediately, officer suguitan realized mr. smith's and were behind his back and concealed from officer. officer suguit

[laughter] once again, deborah johnson here to respond to the performance audit. when you look at the slide, what's to say that the agency took the recommendations and we actually responded to them in a very positive light. lee looked to eliminate redundancies and we put controls in place to improve the standby pay practices. most recently, last month, i disseminated memoranda saying that anybody requesting standby pay, there will have to be a formal process that comes through the division director of sfmta so there is a global understanding of who is requesting that. and we can see if, in fact, that will be allowable. so far, we have had a significant reduction in standby pay. moving forward, some of the things that we have done if you look i.t. unit, we expanded business hours to get away from the standby pay aspect. we did on-call support during non-peak hours. which you referenced earlier talking about the department of technology, we did elimination of standby pay provision stand

ms. reno, welcome. please go ahead. >> thank you. thank you, chairman johnson, ranking member becerra and other members of the committee. i'm delighted to have the chance to talk to you today about the disability insurance program. i will make the following points very quickly. first, the growth in the program is due largely to demographics, and i will skip over that because steve goss has covered that very well. second, people who get the benefits rely very heavily on them. and as a society, we need this protection. third, the eligibility rules for getting benefits are very strict and they do not appear to have become more lenient over time. lastly, the program does appear to be affordable out into the long-term future, as the act yareyal projections show, if we're willing to pay foirt, and, yes, there's room for -- for it, an, yes, there's room for improvement. on the question, do people need the benefits? benefits are an essential lifeline to those who receive them. that's nearly nine million americans. nearly half of the people who get benefits rely on thos

ms. jackson lee: my good friend from texas has introduced an amendment that i wish that all of us could have joined with his amendment and mr. johnson's amendment that was not allowed in order. we have made a complaint not necessarily on one amendment, but on this underlying bill. and the amendment now adds yet another analytical requirement to the already numerous analytical requirements to h.r. 3010. i would have liked to have joined mr. olson on making this just a job creation amendment. or a job creation bill. but this adds as part of the bill supermandate which overrides existing statutes like clean water act, clean air act, and the occupational safety and health act all of which reflect bipartisan legislative agreements to prohibit or limit consideration of costs in the rule making process. while i certainly agree with the idea of net job creation, h.r. 3010 does absolutely nothing to create jobs with or without the addition of this analytical requirement. we can't cure this bill. and we might have been able to do so with an amendment by mr. johnson that exempts all rules that result in job growth to be considered on the floor.
