ms. jackson lee. the chair: the gentlewoman from texas is recognized for 1 1/2 minutes. ms. jackson lee: i thank the gentleman from georgia for working together with mr. harris. every time i come to the floor i say i don't want a government shutdown. having been through them and see the desperation that comes upon the american people and i'll do everything i can that is within reason to make sure we do not have it. as i present this amendment and thank the committees for allowing this amendment to be in, i just take note of the funding cuts in rural electric cooperation and the shocking cuts in w.i.c. that's what i think has to be fixed and the american people are not aware. i am grateful of the jackson lee amendment, number 18, increases funding that includes grant research for the 1890 land grant universities which are 28 historic black colleges and universities. this amendment would decrease funding in another account, the association of public and land grant universities, council of 1890's and includes all the historically black colleges. and at least 19 universities have
