[applause] ms. lynch: we can do this. we are doing this. but we need everybody's voice to continue this effort. we are going to build on this progress. i will be examining the use of solitary confinement in our prison system, as a federal and the state levels. we are working closely with supporters of criminal justice in congress to achieve much-needed legislation. i'll bet you never thought congress would get anything done. [laughter] ms. lynch: but this has a chance of working. we are committed to this effort. i plan to strengthen the way we carry a justice at a local level,, in our towns neighborhoods and city streets by beginning with a priority focusing on the relationship between officers and the communities that we all serve. you know better how important these relationships are. you recognize that for far too long, and have looked at law enforcement is something imposed upon them, not as someone coming to help us. you know what that does to a community and to a people. it leaves that without someone to call when they are cold and lo

ms. lynch: we are here today to announce that a federal grand jury in south carolina has returned a 33-count indictment against dylan storm roof, charging him with federal hate crimes and firearms charges for killing and attempting to kill african-american parishioners at emmanuel methodist episcopal church in charleston, south carolina, because of their race and in order to interfere with their exercise of their religion. as set forth in the indictment, several months prior to the tragic events of june 17, roof conceived of his goal of increasing racial tensions throughout the nation and seeking retribution for perceived wrongs that he believed african-americans had committed against white people. to carry out these twin goals of fanning racial flames and exacting revenge, roof further decided to seek out and murder african-americans because of their race. an essential element of his plan, however, was to find his victims inside of a church. specifically an african-american church. to ensure t
