ms. moore: mr. speaker -- the speaker pro tempore: the chair recognizes the gentlewoman from missouri, mrs. hartzler, for five minutes. mrs. hartzler: thank you, mr. speaker. only in washington can you hear people say that it's irresponsible to balance a budget. i actually heard democratic leaders on tv this weekend complaining that it would require a supermajority vote to raise taxes on american people but only a majority to cut spending. maybe some people have been in washington too long to realize it, but the american people want to tie washington's hands and make it easier to cut spending than raise taxes. they want to cap the growth of government. they want to require a balanced budget. for decades we have heard excuses for why washington's special and shouldn't be forced to balance its budget. it's time to tell those people that their scare tactics are over. this is a new day. in america the people are solve ers and today the people demand accountability. they demand a responsible constrained

ms. moore: mr. speaker, i had breakfast this morning. i had granola and yogurt, a little fruit, egg and bacon sandwich, and i'm feeling irritable because i didn't have my coffee. and i'm looking forward to a delicious lunch that i planned at about noontime. but in the meantime, on the horn of africa, 11 million people are facing starvation and not because they're lazy people or unworthy people but because they're suffering from the biggest drought that they have seen in 60 years, because they're experiencing flooding, because there are people who stepped away from the loving care that we usually extend to other of our brothers and sisters, others who are human beings on this planet. tens of thousands of people will die. there is an official famine that's been called by the united nations. for those of you who know what a famine is, it's not when you don't have a particular thing like me. i didn't have my particular coffee this morning. famine exists when at least 20% of the population has extremely limited access to food. global acute ma

ms. moore. >> thank you so much, mr. chairman. i am a little bit interested, mr.holtz-eakin in the mere call you -- miracle. i do agree with you there's an unfunded liability, and how you might reconcile this. you stipulate health care costs in general, not just in medicare must grow more slowly which is something i've been harping on continue sly. it's not gist medicare, but the larger health care costs that must grow, but you say that the ipab is dangerous, that it stifles innovation, and, you know, so i guess your suggestion is that we shouldn't limit the cost in the growth of innovation that that would be, and, you know, we do need innovation, and this -- the ipab targets that, and many of us allege that, yes, this huge gap between the cost of innovation and all of that will be born by seniors, it's trillions of dollars if you support, for example, the republican plan for medicare with targets to seniors. i'm asking you to respond to how you see us limiting the cost of health care and also maintaining innovation. a little bit more interested in the miracle. >>

holt, the gentlewoman from wisconsin, ms. moore. we are being very moderate here. we are not saying don't give the pentagon any more money. this amendment reduces by 50% the increase for the pentagon. we are accepting $8.5 billion. by the way, this does not affect the wars in iraq and afghanistan. it just occurred to me, maybe this was said earlier, the budget for afghanistan, which we refuse to cut reluctantly, regret plea, was voted out of the committee before the president announced a 10,000 troop reduction. i think the president was kidding he would bring down 10,000 troops, we funded 10,000 troops that won't be there next year. that's a problem. we're saying to the pentagon, you find it. don't cut military personnel, don't cut health but perhaps some of the bases we maintain overseas, some of the subsidies we give to nato, lip services paid here to an alliance in which the budget is based. unfortunately, mr. chairman, i have to say it's trivial. the obama administration and members of the appropriations committee, the armed services committee, they are the ena
