ms. mikulski: madam president, i know that senator collins and murray are leaving the floor to go to the department of d.o.d. h secretary hagel, and we look forward to their return this afternoon, but i want to really acknowledge the great role that they play in -- played in putting together the appropriation on transportation funding for the entire united states of america, as well as the department of housing and urban development. we're going to talk more about transportation because it literally keeps america rolling, whether it's the kind of problems that we solve with the issues around safety, congestion , it's -- they are absolutely crucial. but often what's not talked about in their bill is housing and urban development and how it's also the famous h.u.d. bill does not only do urban development. i note that the presiding officer is from the state of north dakota, whose terrain and challenges are very different than my state, a coastal state. but the chairlady would be interested to know because she has been hit by some bad weather, that when hurricane sandy hit, my state was hit
