ms. pelosi and her colleagues have prepared for us. mr. akin: what part of medicare did that come out of? did you happen to notice that? is there any line item that says waste, fraud, and abuse in medicare that you just take money out of? how do we do that? mrs. lummis: there certainly isn't. the most amazing thing to me about listening to that discussion is when i was home for the august work period i met with the physicians and administrators at wyoming medical center in casper, wyoming. they told me that they are currently reimbursed at 37 cents on the dollar for their actual out-of-pocket costs of treating a medicare patient. mr. akin: that's an incredible number. in other words, we have a doctor like dr. gingrey, dr. fleming and they accept a patient on medicare, it costs them $1 to provide some type of medical care, they are getting reimbursed how much? $1.50? $1? how much? mrs. lummis: 37 cents. mr. akin: they are losing money on a medicare -- mrs. lummis: they are losing roughly 2/3 of every dollar that they spent spend -- mr. akin

ms. pelosi. i would yield back first to the distinguished gentlewoman from florida. the speaker pro tempore: the gentleman from new york reserves the balance of his time. the gentlewoman from florida. ms. ros-lehtinen: thank you, mr. speaker. i'd like to yield myself the remainder of our time. the speaker pro tempore: the gentlewoman from new york is recognized. ms. ros-lehtinen: thank you. i thank my good friend from new york and the chairman, mr. berman, and hoyer, and mr. boehner for this resolution before. mr. speaker, before we talk about -- when we talk about the 9/11 attacks on our nation, we must also recall that it was an attack on our way of life. it was an attack on what we stand for, on what we represent. what is it we represent? freedom, democracy, liberty. these are the values that distinguish our nation, our people from our attackers, the belief in freedom, the belief in democracy, the belief in liberty. and as we recall this somber anniversary and this resolution before us, let us

ms. pelosi, support our troops. >> i was sayinging all night long, telling us all these lies. >> okay. nation's political debate has turned pretty raw. >>> is beer driving the over the top rhetoric or is it something more? to quote the singer marvin gay, what's going on here? joining us, joe hicks, a commentator for pa jaj mpajamas. good to see you. and i have wanted to play down the scenes from some of the town hall, even as i have been stunned, frankly, by what occurred and what i've seen. >> right. >> is this serious? is this what the next 3 1/2 years will look like, sound like in this country? >> i certainly hope not. i think it's important to differentiate. obviously not all of the opposition to the president or the opposition to him speaking to the school kids, for example, is about racism, the area that i focus on and rush limbaugh in late april saying the obama way you can get a job with this administration is if you hate white people. now they are saying he is going to indoctrine nate the kids and turn them into the youth. it's not all about racism. a few people have stayed on

ms. pelosi, the speaker of the house, he maybe lisped to mr. reid, the majority leader of the senate, he maybe listened to charlie rangel, the gentleman who chairs the ways and means committee, possibly he is listening to henry waxman, the chairman of the committee that i serve on, energy and commerce, or maybe his friend from california, george miller, who chairs the education and labor committee in the house. and maybe he's listening to chris dodd, the senator from connecticut who chairs the health, education pension committee, the h.e.p. kept, in the united states senate. but he is not listening to the american people. we don't -- we've come to not expect, my colleagues, him to listen to the loyal minority and to give the minority truly an opportunity to participate on the front end of having input in these very important bills. we're talking about 17% of our economy is health care and john fleming and phil gingrey together probably have 70 years of clinical experience, mr. speaker, in the practice of medicine and i'm talking about where you

leader of the house, has asked nancy pelosi for a stand-alone bill that will clearly define no funds go to acorn from any source. and that's going to be difficult because -- ms. foxx: would the gentleman yield? it's my understanding there is a stand-alone bill. it's up to the speaker now to call that bill up through committee and up for a vote. is that correct? mr. carter: that's correct. there is a stand-alone bill. he's calling on the speaker to call it up. if the speaker doesn't call it up, he'll ask for a discharge petition to call it up for a vote. we maintain the vote we got before, we'll have evidence that this congress overwhelmingly says, acorn is through. i think you've given an adequate description of the politics that may be involved in this issue. let's go back to right and wrong, unfortunately, you can vote to make things sound like they look right, when in reality the results come out wrong. i think that's a perfect point. ms. foxx: would the gentleman explain a discharge petition? people need to know. mr. carter: if you get enough votes to pass the bill that says i want this bill voted on, that -- any member can file a discharge peties asking
