ms. peters? >> is your microphone on? >> no. it is not. thank you. thank you so much members of the committee for permitting me to testify today. i have accepted a district court clerkship for year 2020. i as someone who will be governed in the future by the procedures decided by this committee. as a student i would benefit from the reforms offed today. i strongly support cannon 3b 4 which says quote the judges should neither engage in or tolerate harassment, abusive behavior or retaliation. this reasonably interpreted standard is protective of judicial moiees and i recommend it be preserved in the final rules. however, i also recommend that the standard be viewed from the perspective of a reasonable employee in the presence of a judicial employees. adopting such a standard would have several benefits, first it would account for the power dynamics between judges and people in a subordinate position. second it would have the further beneficial effect of judging behaviors. failing to formally account for the position of a reasonable victim could have t
