ms. mikulski: i was just listening to what you said. senator reid proposed a 60-vote threshold on amendments to our appropriations bill. it was rejected. okay. you said now you wouldn't object -- mrs. boxer: to the 60-vote threshold, no. ms. mikulski: all amendments? could you clarify? in other words, would you not want a 60-vote? mrs. boxer: i go with the mitch commonly rule which he -- with the mitch mcconnell rule which he has stated seven times, which is on controversial amendments we have to have 60 votes. i'm not going to stand here, and my friend says -- i just want to answer my friend. my friend says we're trying to spare people tough votes. that's ridiculous. members on your side and members on our side, we're grown-up senators. we know how to win elections casting tough votes. i want to protect the american people, and so do a lot of folks on our side of the aisle. and we don't want to see majority rule to repeal landmark environmental laws. we're not going to stand for it. and neither would the majority leader in the way he describes it.

ms. bass and i'm your new teacher. >> you already said that reid. >> there were quite a few that stood outnd i won't tell you his real name but in my book i call him zachary. he's the same boy that knelt in front of my car that day. he was powerful. i think he was 11 turning 12 and he commanded everybody in the room. it fascinated me because he wasn't a real big kid that he would say things like i think it was my first day of teaching and i was showing them the painting and i think it was the second day of teaching because i was trying to figure out what i was going to present to them. i'm in the middle of showing them the ballerinas and he stands up and says recess and the whole class leaves. i'm marching him out at recess thinking how incredible. you literally could lead anybody. i was watching him walk over to moms and dads who had babies and had a cigarette in the with ring the babies to me. i would watch him day after day feed toddlers during his recess time or help them. he was a little bit weird to me. every day he would give me this look of you don't belong here. he would give me a

ms. mikulski: madam president, i yield to the majority leader. mr. reid: i appreciate the chairman of the committee being so kind. we're not in a quorum call, are we? okay. madam president, there are 27 tribes in the state of nevada, native americans. the issue regarding the name redskins is very important to every one of those tribes. every time they hear this name, it is a sad reminder of a long tradition of racism and bigotry. a month or so ago, daniel snyder, the owner of the team, had some people come to nevada and agreed to buy one of the indian tribes a car if they would say nice things about the redskins. they refused that. this is extremely important to native americans all over the country that they no longer use this name. it's racist. daniel snyder says it's about tradition. i ask what tradition? a tradition of racism. that's all that that name leaves in its wake. the writing is on the wall. it's on the wall in giant, blinking, neon lights. the names will change for the tribes in nevada and across the nation who care so deeply about this issue

i want to thank senator reid, leader reid and leader mcconnell for agreeing to bring ms. krause's nomination to the senate floor so quickly. in fact, later this morning my understanding is we have a cloture vote on consideration of her nomination. from my point of view, this is part of an ongoing effort that i have with senator casey, my colleague from pennsylvania, a bipartisan collaboration to make sure that we're filling vacancies as they occur as quickly as we responsibly can, to make sure that we have as close to a full complement of federal judges as we possibly can. so thus far in the three and a half years that i've been in the senate, senator casey and i have worked closely, and we have had ten people who have gone through the entire process from the application process, the vetting process, the consideration, recommendation by senator casey and myself jointly to the white house, nomination, and through the confirmation process, ten people who have successfully gone through that process already. four additional candidates recently nominated by the president at th
