ms. sanchez, and we'll take questions. ms. sanchez: good afternoon, everyone. there are a mere 11 legislative days left in 2017. so there isn't a whole lot of time to get everything done before the end of the year. all of the business that our government needs to accomplish. time is ticking and republicans ultimately have the responsibility for keeping the government opened. they control all of the branches of government. they control a majority in the united states house of representatives. and if they are looking to come to the democrats for votes, that they should be able to accomplish with just their caucus alone, then we're going to ask for things in return. we have we have made our priorities very clear. democrats want to see something happen to provide legislative relief for dreamers. so if we need a legislative fix for deferred action for childhood arrival kids. democrats want to see chip re-authorized. that is the children's health plan that is run through states. states are rupping out of money. that expired at the end of ept -- running out of money.

ms. sanchez, you're recognized to speak on the amendment. >> certainly. thank you, mr. chairman. you know, what i find interesting in this discussion is this overly rosy belief that the tax cuts are going to pay for themselves through growth. and in fact, when we met the one time with the president, the first time that dems were invited to that table, he said that he predicted we could get up to 6% growth easily. and i asked him at that time, well, what if we don't hit the 3% projected growth rate, and he didn't have an answer. i suspect my friends on the other side of the aisle don't have an answer for what happens if that doesn't materialize. i do have an answer. that means we will go further and further into debt, on the wish or hope or the prayer that our economy will grow at 3% or more rate for a sustained period of time. a projection which, by the way, most economists think is not possible under this plan. there's nothing in this bill that guarantees that our economy will grow by at least 3% yearly. so we should at least, at the very least, have a provision such as mr. blum
