ms. sherman: very short. mr. cotton: like the roadmap itself. ms. sherman: i would have to stop and think back. mr. cotton: why other documents classified? it is not a covert action, is not subject to sensitive collection method. iran knows what they agreed to. you know what is in it. why are these classified? ms. sherman: so, the reason is they are what are called safeguard confidential. under the agreement, to which we are also a party, we have confidential safeguards, confidential documents and protocols with the iaea between united states and the iaea, as do all of the countries that are under the csa. committed to keeping them confidential. and so therefore, they are committed to keeping these protocols under csa confidential, as well. mr. cotton: yes, i am aware that is the statement you get to senator corker. i assume you are not apply -- implying any moral equivalence -- ms. sherman: indeed, not. you're not here yet, senator cotton. i understood this was a very different circumstance in the sense that we are trying to keep iran from obtaining

ms. sherman: i just said to you, it is not binary, senator. mr. menendez: two years from now, three years from now? ms. sherman: i don't think any of us can predict the future in that way. what i will say -- what i will say -- mr. menendez: the secretary of state has come before various members of the senate and said it is either this or. ms. sherman: and the reason, senator, is because sanctions have never gotten rid of their nuclear program. it has only brought them to the table. mr. menendez: that hasn't created war, either. ms. sherman: if we walk away from this deal, iran will begin marching forward with their programs further, as they have done over the years. and the president of the united states has said he will not allow them to obtain a nuclear weapon. mr. menendez: i think there is real doubt. i think there israel doubt that iran believes that incredible military threat of force is on the table. announcer: that is just a portion of tonight programming on the iran nuclear agreement. it all gets underway at 8:00 p.m. eastern here on c-sp

ms. sherman i want to turn to you and i had a series of questions for the administration and in response to one of the questions the administration has responded, iran is committed indefinitely to not engage in civic activities that contribute to the development of a nuclear weapon. in this context doesn't definitely mean that time period has not been established or does it mean perpetually? >> means that under this agreement and the nuclear nonproliferation treaty or -- treaty iran is prohibited from pursuing a nuclear weapon obtaining acquiring or developing one. ever, ever. >> it really means perpetual. so under the npt additional protocol and code 3.1 does iran have the right to enrich weapons-grade uranium? >> if they indeed moved to enriching to what we would consider weapons-grade it will raise a red flag to the entire national committee to the iaea. there are very few circumstances where iran needs to enrich above 5%. one could argue submarine fuel perhaps but indeed if they went to weapons-grade it was great instantaneous red flags and we would see it as a major noncompliance. >
