ms. simmons is here to talk about this. we had six projects that were related to local hire. the demand rate was 20%. our participation was over 30% on those projects. on our new headquarters building, which is not subjected to this, our average was over 45% in terms of local hires for that. chairperson chu: supervisor avalos? supervisor avalos: are we hitting that mark on all of our trades? and what is the fluctuation of between the trades on that mandate? >> we are not hitting the mark on all of them. we tend to be doing better with laborers, operating engineers, and partners. we tend to do less well with -- and carpenters. we tend to do less well with specialized trade. or welding, it is hard to get into that. there are traits that we need to do better on. i would be happy to hear from rhonda specifically on something we could add to that. >> good morning, supervisors. we had 153 total hires for our first-year local hire. and as just a bid, 73 were on puc projects. the majority of those new hires went to labor this time. that has a lot to do with the mix on the projects mo

ms. simmons, did you want to make any closing remarks? >> thank you, supervisor mar. i think what i'll say about what we have put together is on the construction side for a private project that has a p.l.a. involved in it, i feel like the language that we've negotiated with cpmc and the contract is probably the strongest that i have. because in any other private p.l.a.'s, i don't necessarily have language that calls out specific goals. so i feel like that's, you know, that part is pretty strong. that in agreement with their agreement to focus on some of the other aspects of construction such as the construction administration. on the in-use, while i hear all of the concerns that everyone has about the higher skill jobs, i totally understand that. i get it. the fact of the matter is as i've said before, just for us, it's not been the focus of our program where i actually train people that have already degrees. san francisco state, all of the other institutions do that. having thought through this a little bit since this morning, we could do more around recruitment with

ms. simmons. >> at thank you, supervisors. i am from oewd. i am going to talk a little bit more in detail on the work force portion of this agreement, as i have been working closely with all the parties involved. so the first caveat for me is to clarify a few things around the work force policy that we have used on this project. this project does not fall under local hire, so that is actually a mistake. it falls under our first source policy could a it is considered a first source, which is all are privately funded projects fit in terms of the legislation and the laws that we used to get san franciscans employed. it is chapter 83 in our code, and it really speaks to economically disadvantaged residents. so that is sort of the framework, if you will, that we have said our work force program under. ideally, we are trying to create career pathways for san franciscans that may not otherwise have those jobs that are much more entry-level focused. we have tried to strengthen some partnerships with the city through our training academies, with our p
