yourself,to thank adam smith, prior chairman, buck mckeon, and my cochair for the sexual assault invention caucus. thank mr. kaufman and ms. spears for their effort on sexual assault. 10 years ago, our committee helped form the caucus for the purposes of allowing us on a bipartisan basis on a sensitive basis to handle sexual assault provisions in this bill. we worked throughout the bill and holding hearings and briefings and we were the department of defense. we vet our provisions that we are proposing for the bill to make sure we are not doing any unintended consequences and that the effect of our intended consequences will occur. it's a result of the bipartisan leadership we have that gives the ability to not have logical fights or ineffective legislation but real legislation that addresses sexual assault. there are a number of provisions in this bill. i like to thank mr. kaufman further help and i want to thank her for the great work she has done. she has dedicated herself to this and her and her staff have worked in concert. susan davis has agreed to take the position, but it is through the leadership of this whole co

smith started on this issue. so, let me ask another part of this. ms. maxwell, the oig has conducted numerous analyses of 340b programs-prices. is there evidence that drug companies have overcharged healthcare providers in the 340b programs? >> yes. there is evidence. >> so, these findings led congress to include a provision in the affordable care act to crack down on this behavior. the aca required the government to create a verification system for ceiling prices. and, make sure that hospitals and clinics got refunds of the drug companies overcharged them. now, congress also established fines called civil monetary penalties. but, drug companies could be charged if they knowingly and intentionally overcharged a healthcare provider. ms. maxwell, the oig is in charge of enforcing those civil monetary penalties. how many penalties have you assessed to date? >> to date, we have received no referrals from hersa, and we don't anticipating receiving them until that rule is made effective, which is now looking like july 2017. >> so there is evidence that drug c

ms. jackson lee: likewise, mr. speaker. i am prepared to close. i thank mr. pascrell for making that commitment, that the resources under the debbie smith act will still be viable and ready to be used for those sexual assault, sexual violence victims, as this legislation was intended. but a provision in the bill llows the resources to also, keeping in line that nothing will undermine the investigation of sexual assault cases, sexual violence cases, but it allows the hand of justice to move on further for those who are the victims of violent crimes and to ensure that perpetrators of violent crimes are prosecuted as quickly as possible. again, under the equal and balanced hand of justice. and so h.r. 4854, the justice served act of 2018, provides funding to state and local prosecutors to help them tackle the backlog of violent crime cases, including cold cases, where suspects have been identified through d.n.a. evidence. certainly there may be some overlap. i want to make it very clear to our victims of sex crimes, domestic violence and other crimes, dealing with those particular issues, that these dollars are enhanced dollars to be able to do the violent crimes.
