ms. velazquez six amendments, three of hers made in order. and attempts made to make more amendments in order. and they were denied. in 1998 as has been pointed out, we had a completely open amendment process. let me say that last night in the rules committee, mr. speaker, when we made an attempt to put together a bipartisan amendment, we saw the arrogance of the rules committee demonstrated when there was a complete denial of even a chance to recess for 10 minutes so the democrats and republicans could come together and offer a proposal. mr. speaker, i will make a pledge that if i am fortunate enough to hold the gavel again, that if a request is made by the minority to cobble together a bipartisan amendment to deal with an issue that's before us, i will assure the members that i would recess the committee and allow members to come together and work on that package. we are going to have an opportunity in just a few minutes, mr. speaker, to defeat the previous question. if we do that, mr. diaz-balart will offer an open rule. democrats and repu
