we have been meeting with the mta the last few weeks. our statistician -- trying to move our statistician over to the mta so that reports can go right into the crossroads system immediately so that we can be able to collect the data. we will also be able to share the data. if there were any questions about any environmental issues, like, somebody asked if there was a senior center nearby. the could go back and get that data right now. our investigators are actively working that case. but if it comes to us in one year later and that question is asked, it is very difficult with everything that has changed. we are looking to have that real time data collection, and every time we make a report, that it be entered immediately that everybody can look at it within 28 hours to 48 hours, and if there were any follow-up questions, that we could look at that. all of that would help everyone of our education, engineering, and enforcement actions. any questions? supervisor mar: in the psac report, it points out the lack of resources. it points out 36

the mta is projected to spend approximately $5 billion more. public health is under $2 million more and that the fire department, approximately $6 million more. those account for the majority of the increase that i talked about that is a $12 million increase, those three departments. the other two large overtime using departments show a decline during the current year versus actual spending last year. the police department is expected to spend a million and a half less than this year. the sheriff's office to spending approximately 1.5 million less on overtime than they did last year at this time. we have seen a mix of trends that consume the overtime expenses for the city. the mta, fire and police are all a absorbing their overtime expenditures within budget. dph and the sheriff's department are anticipating meeting a supplemental to cover some of their costs. some are overspending but absorbing this within their budget. that is the case for three of the five. the board placed a cap of 624 hours per individual per year on overtime use. this has

he really cared passionately about the work of the mta. he was interested in it, a wonderful service in his memory. oftentimes, i asked him about something. this is a huge amount of knowledge and was very wise. we have done a number of suggestions in recent weeks about this report to recognize him. one suggestion is to name the street car coach and he was very involved in this. another one that makes a lot of sense to me would be the geneva yard where the historic st. cars are stored and repaired. that would be a fitting thing to named after him. his contributions to the city was enormous and i think it would be a fitting way to remember him i understand to do this, what we need to do is to ask the city attorney to draw up some kind of resolution to do that and i would be interested in members of the board's comments. >> i will miss his wisdom, his wit, and his generosity. i think naming the street car barn after him is a fabulous idea. i would like the idea of people saying his name multiple times a day. >> thank you. >> i just want to sa

i do want to thank the mta commissioner for pointing out those issues to us. i think that as much as we have done, there is a lot to be done in that area, and i hope we continue to push the issue forward. i am also very proud of the way in which we have handled some of the capital projects, which are getting federal funding. one of the things that was clear was that it is very important for us to maintain the level of scrutiny in terms of how the project continued to be run -- how those projects continue to be run. it is clear that in d.c., in a time of limited resources, that they want to see that level of scrutiny and oversight. i think it was a very good thing that we can say that we are carefully watching how those projects are being run and that there is a collaboration between the mta and the county transportation authority. all of those things are very positive. it is important for us to have the visibility. again, kudos to our congressional representatives. i know leader pelosi has been doing a tremendous job moving these things forward. i also want to

you can see non preventable accidents, these are not the fault of the mta. my main concern from a safety standpoint is how do we stop those preventable accidents. the way we operate in this dense track, if you look at how over the past three years, the preventable accident rates have gone down. you can see that we have had a 31% decrease in overall accidents over the last three years in that particular time. we have seen a definite improvement in bus safety. accidents on the real side have gone up to where they were in fiscal year 2009. the accidents have climbed during the first two quarters and we have seen an increase in coalitions on market street. we are working with the traffic engineering group to look at ways to mitigate these accidents happening again. we have seen a decline in real accidents. for the third quarter of this year, we have had a total of 38 accidents. we have seen a decline in real accidents. -- rail accidents. now we have 20 hours of coverage per day out in the field. yet people that come in at 6:00 a.m. and they go until midnight. we

we are honored to be cochairing that task force with the mta. i do feel there is a lot of good energy and faith in that task force, and we will come together to come up with a serious plan. we will need everyone's help in moving that forward. i think, as you will also hear from the mta, there are many known, proven strategies. in europe, they have been successful in reducing injuries by 50% by doing this. there is no reason we cannot do it either. there are some serious cultural barriers to these improvements, not only in san francisco, but it is an opportunity for us to lead in showing the way to what a sustainable city looks like. i want to highlight one best practice in dealing with these barriers. safety is viewed as an individual responsibility. in my view, walking is an essential, natural human activity. and walking should be safe, know where art -- no matter where you are. unfortunately, we have to keep people safe. if we read a newspaper and the blog accounts, comments in the newspaper, it was, who was stupider? that is that the attitude
