department at mta, i'm here to talk to you about our local traffic calming revision. traffic calming is really critical to the mission of mta, both in terms of safety, we know the speeds vehicles are going really impacts the degree and severity of collisions take place and also whether or not those collisions take place and also an important factor in livability. we know streets that are calmer in terms of vehicle traffic are more likely to have pedestrians and bicycles using them for their travel. which we know is important to the board. for the revision process, two of the main things we're looking into are balancing priorities between the different tracks and different types of traffic calming in the city and making sure that the way we prioritize and select projects meet the stated goals of the city and the sfmta and we're also looking into the process efficiency and making sure our delivery makes the best use of our limited resources. as has been mentioned, we currently have 3 tracks, the arterial and commercial, local and residential streets and schools. the loc

the mta's operations are very extensive. the mta was able to come back and share with the committee its final real estate and facility analysis. they were currently finishing up a draft and were able to share that information with us and plans to present a fuller conversation around that facility planning need and the results of analysis and consolidation recommendations in the future. so that is something that is coming before us. i do think that the mta shared with us what their long-term plans were for space. there was some questions about the mta not being proactive about purchasing the facility. where site is a few years ago ago a believe a year or two years ago, they went on the market and purchased that facility for $21 million. they did this however through a quick closing transaction. they paid i believe with cash and had a land swap deal associated with in order to close that deal. probably wasn't a deal that the city could have competed with very quickly because of our extensive public process and approval process

i did just want to ask a quick question from the mta with regards to the tow fees. you break down what the tow fees come to and i just had a question because i know tow fees are generally very expensive, we see the contractor's towing fee of 200 dollars, the towing fee of 64 dollars a day and the administrative tow fee, the mta's administrative tow fee, can you explain the difference or what the administrative tow fee is, does that help you to recover lease expenses and if that's the case, then is the contractor storage fee sort of a duplicative item? >> we're governed by prop 218 in terms of the fees we can charge, we're more or less at 100% fee recovery, there's no duplication, there's the processing on our side that would be in the administrative fees and there's the contractor's cost and that's what we're recovering. >> and then just i guess a question about whether or not the mta has determined that there's any way to reduce the administrative tow fee, are there ways to find efficiencies in that area to control it, can we get a better rate than 210? >> it's pos

i'm kirsten mcgeary, senior management real estate, mta. so it's been a long process for us to find this site. we have looked at a number of properties for many years. we've been asked, why this site? we've looked at sites owned by goodmans. for instance, 12 to 13 acres in the southeast industrial area. it would take an eminent domain process. there's 20 or more small businesses in that property. the property for the land would be about $40 to $45 million, in addition to build a building the same size, 250,000 square feet would be another $20 to $30 million. we would be in the $60 to $65 million range. we have looked at sites for hazardous materials, south of the facility is owned by pg&e called the marantz and another site by jenon, that needs a lot of remediation. we have looked at port properties with state trusts on them. it's been a long process. this property we have negotiated for 14 months with prologis. it was a tough set of negotiations. this side has been through a lot of due diligence. the price of $21 million versus going out a

jonathan rivers with the mta. so, we've been working with the authority for a couple months on a full funding plan for masonic. it is a very significant project here in the city of san francisco and it's one of our major complete street projects where we want to come in and try to do everything. there is a component, the resurfacing component that is being funded through the proposition b bond. the $18 million project, though, is those additive complete streets streetscape improvements. we have funded the environmental phase and that's moving forward, just recently completed the mta board improved legislation associated with the project last tuesday. so, now comes the hard part. we have tried through numerous different programs to try to fund the detail design phase which is the next step of the project to continue to move us forward. i think in the next couple of months, the one bay area program specifically is our best opportunity to fund this project. we are going to continue to try to move to fund the next pha
