we have the sf mta bicycle strategy. it positions the city of san francisco a bicycle way for all people with disabilities including senior citizens. protected bike ways will be key for the bike way strategy. they yield many benefits to all users including predict ability where various users and modes can be. clarityey and what's expected from users of each mode and what they can expect and also comfort for peak -- people on bicycles. but for designing and protected bicycle lanes and maintaining the high level of accessibility standards presents a design challenge. we have to figure out how to incorporate everything we prioritize in our streets. we have from the leaders disability community. let me back up. and came together to identify what are some priority issues and that must be tackled as we figure out how to design protected bike ways. this next slide we have five issues that we identified. so the first is distinction and clarity to separate the spaces between people and bicycles and pedestrian. a second is slower

an idea how to use the planning fund and working closely with the project sponsor particularly with mta and the program has a capital component we're targeting two mid and small and midsize capital projects in the next 5 years 0 those are not the only projects but we're talking about the planning project we have 9 pointed $6 million and that matches other state and federal fund. so diving into the categories the first category 4 of them is the caltrain and the capital improvement those are the state of good repair funds caltrain was discovered by 3 entities and the budget is negotiated so prop k is offsetting the city of san francisco local match contribution and the approach i'm going to flip we're going to take is to match the capital programming at santa clara and the transit plans so it fascinates the troy partners every year and this is the state of good repair not san francisco specifically but the thought signals excuse me. customer information at the different stations. transit enhancements this the the category that has the category of the competitive parts we've got slides pro

that's done by the mta. that compares up to seven years of recent criminal history for transportation network companies. in regards to the check of dmv history, the taxi industry checks ten years, the tnc checks seven years. with regards to training, taxi drivers are required to attends five days of training, four days of taxi school with an exam and one day of mta led training with another exam. the tncs are required by the cpuc to provide training and a training plan to the puc, but there's no specific content requirements or exams required in the state regulations. on slide number three, the table continues, just highlighting the differences in the liability insurance requirements. all taxicabs are covered up for up to a million dollars in primary commercial liability insurance per occurrence, which includes bodily injury to drivers and passengers, as well as vehicle damage, and that's for every vehicle every time it's on duty. the transportation network companies are required by the cpuc currently -- thi

pro-active residential this is really mta is transitioning away from the program and in full swing to the new program in 2015-2016. i think i've pretty much covered the highlights in the next 5 years mta is coming in for more money than the last 5 years there's significant funds available from existing allocations so the work will be continuing as time is going by and we're supportive of vision zero and there's also the pavement funding for the mta and dpw can coordinate on the improvements. for bicycle safety we're identified through the 2009 bike plan and funded the bike plan through the transit stations and through the vision zero large vehicle education campaigns with the bicycle access. the projects proposed there's a number of how often of projects and a significant number of place holders and the project are shown in our embarcadero and the second street will improvements the bicycle upgrades are still working to identify the highest priority location with the prop k funds so there's we've worked out a condition to have mta could you be to the authority board with a list of pro

i don't think that the mta should be hostile to tncs. i think the mta should be looking for ways to work together so i want to put that out there because the mta had had a lot of years and was given enormous power by the voters to make improvements to the cab system back in 2007 and years went by and there were finally some small changes, but not anything near the dramatic improvements that people on the street want. and so i hope that the, you know, mta will focus on making those improvements and not just in terms of the negativety in terms of tncs. you talk about things in terms of customer complaints, those happen against cabs too. they're good cab drivers, bad cab drivers, there are good tnc drivers, and bad ones. >> absolutely. as i was waiting during the recess and just briefly talking to some of the drivers here, it to me looks like the same group of drivers that may be driving for tncs may be driving for taxis, but they're people looking for work, jobs, to have a career, and i don't think there's a huge divide in terms of who's p

so again, just generally speaking, vision zero has been passed, and mta is going to play a major role in this. can you sort of share your opinion of how strongly you would push for mta to implement, as much as possible the safety measures that we are all talking about? >> i think it's very important as a member of the planning commission, i was one of the people who spoke of and unanimously supported vision zero. it's a real challenge in this city, because everyone drives so fast and in a hurry. and the challenges are enormous. i at think it's reprehensible, our commercial corridors people drive like are raceways and i think anything to calm the traffic down, i think it's very, very important. if we're going to be be that vision of a walkable city, a place people can feel comfortable accessing the community corridors or walking down the street to the grocery store, we always talk about that vision. but there are many people and seniors who are especially afraid to cross major arteries in the city because we don't have enough traffic-calming and safety measures. so i'm absolutely suppo

there had been a proposal to ship those out but working with mta we've keep the the year of programming intact on the transbay center we congratulate the city on the establishment of the ma la recuse and supervisor kim with who chairs the ma la rose district that will help complete and support of the phase one terminal project and the caltrain extension into the transbay center. the cf defense is financing and funding mechanism that will help to provide the $3 million for the improvements for the small businesses in transportations network. revenues from the cf have been assumed for the downtown extension plan and this action helps to close the gap on the phase one $1.9 billion terminal project together with the other agencies will be keeping on eye on the remainder funding for phase two the downtown extension of caltrain on vision zero thank you for the board of supervisors for the budget city providing over one $.3 million in general fund for the vision zero in several districts our staff along with mta will be coordinating to figure out how to best use the monies. in fact, today, you

supervisors campos and tang, thank you very much for hearing this motion for my appointment to the mta. i am so proud for the opportunity to have served these past six years as a planning commissioner for the city and county of san francisco. those of you who have worked with me know i'm very passionate about land use issues and the things that matter in terms of creating a strong community. to me, the transit agency is the most vital part of the overall network that we are look at. the connection between land use and transportation is often lost and every week for the last six years we have talked and pondered neighborhood plans and community plans and developments, based upon our transportation infrastructure and our plans for the future. i feel it's my opportunity, if i were appointed to this commission, to make that connection and make sure that those things happen. we all think that we have a great transit system, but we know it's not the best transit system and i think we have a huge opportunity with the transit effectiveness project right before us. it shouldn't be, i feel like

planning for future bonds, we very much involved with mta on the 2014 transportation bundle that will be going before the voters. some of the challenges and opportunities that the agency is working to overcome, there are many construction projects all over the city and while these projects are going on, we definitely are working closely to ensure that contractors and utility companies are following the city's rules. we are committed to improving through investment efforts and ensuring that while these projects are happening, that the path of travel for pedestrians is safe and that the sites are clean and well maintained. [speaker not understood] projects, many of these projects, communicating with the public, our office receives a huge number of calls and as a result of those calls you can see the ratio of one public information officer to about 30 projects regardless of the size. and we're having to respond to the public on the 24/7 basis and trying to make sure that that many of the communities around these projects really under that the scope of the project isn't exactly when a pro
