daylighting and sidewalks and building pedestrian safety features and just about every project that mtas. we've been reviewing our capital program to see where what's the extent of that commitment. there is over 160 projects within the mta capital program that have some kind of vision zero pedestrian traffic with safety impact. those are capital projects like bulb outs and projects that does not even include the thousands of intersection signal tweaks, crosswalk paintings that we paint every year. secondly we are working really hard to continue to improve our coordination with other entities who are doing construction here in the city. so we've got a really nice process going with public works where we are coordinating at the staff level to ensure any projects on the energy network to include as many features as possible and starting to expand that project with cal trans and parts with and other operators and public utilities commission and adequate lighting at intersections. many of the crashes have a variety of causes and often people are reporting they are unable to see each other at

>> reporter: the mta says the bus was taken right off the street because the mta says they don't have enough room in this secure jamaica depot to keep all of the buses so some end up parked on the streets. as for the bus driver, 52-year- old alexander copeland, he has been suspended without pay and more disciplinary action is coming. he has been driving mta buses for 17 years. he will appear before a judge later this month for reckless endangerment and aggravated dwi. here is the bus with no passengers on board. it was pulled over at post avenue after other drivers called 911 about the bus swerving in the eastbound lanes off northern state parkway. troopers say copeland wreaked of alcohol and failed a number of sobriety tests. he had a blood alcohol level of .2%, double the legal limit. turns out sunday was copeland's day off and he wasn't even supposed to be driving an mta bus. we asked the mta if it's safe to have the buses parked on the street like this. the mta tells us that they purchased a nearby lot that will fit all the buses and they will build a new depo but there is no time

right now it's kind of a ghost town. >> reporter: the mta projected 16,000 daily swipes of the metro card, but so far it's been only 7,000. less than half the forecast when the mta ushered in huge crowds at the september 13th opening of hudson yards station. >> i guess not a lot of people live around here yet. >> reporter: that's a good guess and here's why. the largest private construction project in america, the $20 billion hudson yards site, isn't open yet. what will this ultimately be? >> it's going to be a mass of mixed use development that's going to connect two neighborhoods. >> reporter: the developer says 7,000 people will be working at the first office tower just six months from now. another 100,000 will work or live here by 2024. >> 125,000 people, that's stanford, connecticut. that's a city in and of itself. >> reporter: also boosting future crowds, big events at the javits center. as for the station itself, among the features a lot of new yorkers haven't heard about at this new station, this new >> i honestly didn't even know it was open. >> reporter: if you're one of th

right now most contractors how i understand the process they will go to sf mta. they will come up with a proposal and sf mta and manages and overseas that process. we are primarily working with those two departments to come up with the proposal and how it can be implemented correctly. i think the biggest thing for dpw was to have permanent funding for enforcement and limitation. i think we all believe that the success of the legislation would come with the enforcement and the additional fees will help with that. >> do you know if there is a minimum amount of parking spaces they can take? >> right now our requisite, one parking space for 30 days. if there is more than one, they will have to do that as well. we didn't want to necessarily slow you know some projects and especially good projects that need to happen in our neighborhood, but at the same time we needed to institute some sort of balance for the residents. >> here is an idea too and i was thinking about this a couple weeks ago. do you have these school playgrounds that they use for parking in the summer t

. >> reporter: the mta says phase one is on track.bway eight and a half miles long that would be finished by 2020. phillip ploch is writing a book on the second avenue subway. a former mta planning manager, he doubts more stations will open in his lifetime. the whole thing should be 15 stations. they need another $6 billion for the next phase. they don't have to money. >> what about phase two? >> we don't have the funds. >> reporter: where will the funds come from? >> at this point, we are actually working with the state. >> reporter: you think the state is committed to finishing this project? >> i believe so, yes. >> reporter: the mta already has a $14 billion hole in the capital program, but phase one isn't to blame unlike other huge public works like boston's big dig or san francisco's bring, this one is expected to come in under budget. right now the east side of manhattan home to about 650,000 people, more than the entire population of nashville, has just one subway line. >> it carries more people than boston and chicago and san

we perform the single audit for mta and sfo as well as additional agreed upon procedures for mta and we issue an additional report for puc on the balancing account of the water enterprise. these audits are performed with general accepted accounting principles and auditing standards as well as government auditing standards. to re-cap of the 2014 audit results all of the departmental audits we issued opinions for were clean, unmodified opinions. we did have one deficiency that we have reported for the airport in regards to timely reviewing of monitoring of capital asset records. this finding the management recorded adjustments of capital assets related to items that didn't meet this definition of capital assets, assets no longer considered existing and assets which appreciation was calculated using this formula so an adjustment was made. we provided a recommendation to management to perform the annual reviews of the fixed assets and focus on the appropriate accounting and transactions. at this point in time as we're in midaudit we're are testing the remediation of this and that is stil
