i want to thank the mta for san francisco people struggling.will help them as they find themselves in a desperate situation. people for example like pamela who is a disabled senior who got her car towed for the first time for her 49 year driveing drive -- driving history. she paid it was unable to pay her rent and thetation and was worried she would be evicted. she went to project homeless connect who i believe was able to help hay p her rent and citation to prevent her eviction. the reforms that are before you today would have made a big eror pamela. people living in poverty have a hard time coming up with the couple hundred dollars all at once. these reforms before your will significantly lower tow fees and boot fees for people under 200% of the federal poverty line and allow people to pay off their citations that led to the tow or boot over time through a payment plan or by doing community service. it's my understanding the these reforms would have been in place pamela would have needed to come up with half of what she did and she would have

an then they created the bus loop there, which mta kept on calling it phelan loop. and at that point, the community at large sort of pointed out what the phe name represented. mta agreed and eventually lled it the ocean avenue loop. this process for me was several years old. and it came up again, it popped up again mainly because of what the usf students were able to point out. and i said you know something, if usf will be brave enough to take this on, then i should step up myself. you know, hist is histo and nobs i trying to sweep history under the rug. in fact, the gentleman that came up and talked about we should make this one big learning moment, if i didn't bring this up, we wouldn't have this discussion, so it is a learning moment. i appreciate th people that actually participated in the renaming, even though it was set up for a short time. and again, i have no pathway, there was no official process. basically, the process is i submit a resolution to change the name. that's all i had to do. instead, i want today give some input from the community at the time.

general fund as a whole is the largest one, department of public works, mta, and then everybody gets smaller after that. just for a sense of scale. our staff size is -- i think we're now 6 -- what did i say? 68 people? and we have a couple of hires that i know will happen during the year, so again just to give you a sense of scale, a few more auditors than performance scale staff. the budget breaks down to about $18 million in the operating budget. and then during any one fiscal year, we also get about $2 million from the bond programs. and we allocate our costs so the expenditures audits, the things like the change order work that they did, and the work that we're doing with and for you on the public satisfaction survey, those costs will be allocated across the bond programs. so again, that's just to give you a sense of scale. and then i just have a couple of slides on kind of what's upcoming in fiscal year 18-19, and then mark will come and do that for audits, as well. our upcoming prog, many of you have seen up coming things on this. we've added a couple of new and important produ

implemented, but that needed to have regulation from the city in order to provide that frame work for mta to do that regulation. so in the case of scooters, two months ago, supervisor peskin introduced legislation to the board of supervisors to make it a violation to have a scooter share system without having a permit from the sfmta. that's now been through the process and that law goes into effect on june 4th. in the meantime, the sfmta needs to make changes to the transportation code to allow us to issue permits. that's a step i've been working closely are our board on to develop the legislation that sets in place t requirement for a scooter sharing program to be permitted by the mt and thereertain requirements that are inside that legislation about what the fee structure would be for scooters applying for permits, where scooters can be parked, what we would like to learn from them in their applications about their service area and how they would operate and how they'll educate their users about proper use. and then there's a third step which is for us to develop the actual permit appli
