mta. >> structural deficit is dire and we agree that we need to come up with creative solutions to close this deficit and maintain our transit system. >> however, over the past year many of these solutions have come at the expense of low income communities in the city. for instance, fares on muni were raised the beginning of this year which adds an additional financial burden to working class residents who depend on the city the system to navigate our city. >> while this joint development plan may represent away from mta to potentially generate revenue in the long term it comes at too high a cost for our communities. any public land owned by the city should be used for public uses namely 100% affordable housing. developing 100% affordable housing on these sites is in line with several goals of the housing element under which as a reminder the city is required to deliver 47,000 affordable units by 2031. as of mta has a history of working with community or to develop affordable housing on si

the mta board three options. was the service cuts. the second was to tap into the agency reserve and the third was a whole series of non-service cuts that we could look at kind of ranging from relatively not controversial like reducing our joint spending on station maintenance with bart where they actually don't think they're going to be able to do quite as much maintenance as we had budgeted for to very controversial like eliminate the city's crossing guard program at that meeting the board gave us some initial direction and the first is that they did not want to see us cut the crossings program but they did recognize that this is a program that initially was built with the expectation that we would have about $500,000 of support from the school district which has been reduced to about $75,000 over time. so we are looking for creative funding sources for that program and they also asked us to bring them to refine the options which we actually are going to be bringing to them on march 18th. the slide says march 4

this agreement will allow mta to buy seven battery electric busses. the this is not expanding the city's fleet. this is just replacing old hybrid busses that will be sold at auction. as we discuss on page 16 of our report the cost per busses similar to what mta and other jurisdictions have spent. so i think it's reasonable and we recommend approval of item four. >> thank you vice chair dorsey thank you so much. >> some of the questions that i will have are for my edification and i was interested to hear about the cooperative agreement with the state of washington. is that something that my understanding is that gets us some favorable pricing and is that something we should be doing more of or i would just invite you to help me understand that and yeah, absolutely that is what fta recommends that we do we buy it off as state cooperating procurement because they have bundled deals so that everybody gets the same base price and then we were able to add on that we have such as our camera system is additional. so that's what they recommend and that's what

mta and are critical to the funding and operation of the s.f. mta. we also bring in about 60,000 people on an average weekday to downtown san francisco and it's important to recognize that downtown san francisco recovery and bart's recovery are linked together and we appreciate you bringing forth a resolution that recognizes that unfortunately our prior reliance on, you know, fares as a means for funding our operations and work from home has placed us like many other transit agencies approaching a fiscal cliff. this resolution is important in recognizing that and that if we don't find secure stable funding bart is faced and the city is faced with terrible choices like closing service at 9 p.m., cutting lines of service closing stations that will all affect our ability to bring people to downtown san francisco that is shoppers that you know shopping in union square that students that go to state or city college that san franciscans in the mission that go downtown to work this is essential service and we are deeply thankful for your partnership as we w

mta is responsible for that project.the program includes construction of electric charging infrastructure at the church treasure island ferry terminal which facilitates the transition from interim diesel ferry service to fully electric service. that project will be delivered by rita will expand the bay wheels bike share system to treasure island and the project also includes memberships for residents and workers on the island during that grant period. finally one treasure island will launch and operate the transportation resource center which combines priority recommendations from the supplemental transportation study community ambassadors, travel trainings and marketing and communication regarding affordable transit options. looking ahead, assuming approval of this item today and better clarity at the federal level will sign these sub award agreements with our partners and mobilize to engage with the community and to refine the projects and begin procurement . >> as a reminder, this is the action requested today. it was

mta has absorbed the strategy whether a bike lane or other to figure how best to use the street? is this working? is it working for bikes and cars and buses? maybe not, let's switch it around and pilots have been important to oewd to our office particularly because we tend to have the ability and the mayor's support through the budget process to pilot things through request for proposals or rfp process where we can put out a small amount of funding, try activation and small public plaza, see if it works and i think the benefit there is, if it doesn't work we tried it and had the benefit of seeing real time and when it does work, we are able to uplift that and move into a permanent strategy and that is where our agency turns over something we piloted to another agency because it is part of the city operating procedure. pilots also give people hope. when we have the short-term whether it is physical public plaza or activation that shows change is possible and allows them to vote for what they like. >> lastly, in lith light of the current ai boom, do you think there is a way to leve

some people don't do that but i started with the mta of september of 1999 and came over to cable car was a general sign up and that's when you can go to different divisions and i signed up as a conductor and came over here and been here since. there were a few ladies that were over at woods that wanted to come over here and we had decided we wanted to leave woods and come to a different division and cable car was it. i do know there has been only four women that work the cable car in the 150 years and i am the second person to represent the cable car and i also know that during the 19, i think 60s and women were not even allowed to ride on the side of a cable car so it's exciting to know you can go from not riding on the side board of a cable car to actually grip and driving the cable car and it opened the door for a lot of people to have the opportunity to do what they inspire to do. >> i have some people say i wouldn't make it as a conductor at woods and i came and made it as i conductor and the best thing i did was to come to this division. it's a good division. and i like ripping
