this is a two-phase project, managed by mtc, who holds the operate and maintain contract, and there is an mou in place for phase 1, for phase 1 systems, so the mou will be amended to encompass these two, the subject of this request. section 2 will be funded by prop k and formula funds. the system is currently accepted in ferry, mta, and vta will offer clipper in 2010. the clipper program is also included on page 55 of your packets, a presentation prepared by the mta for the board. the overall project is funded by a variety of federal, state, and local funds. an $11 million stimulus grant for phase 1. phase 2 is [inaudible] dollars. phase 2 will install ticket vending machines at several stops and provide project support. procurement will begin this summer with project compleion expected by spring of 2013. the second project is the light rail corridor improvement, a $100,000 request to leverage almost $500,000 in federal funds to upgrade signals at 115 locations, over 50 on the line and shown to be improved under the project. it will also upgrade pavement markings to enhance no u-turn i

this is funding coming from the mtc and the state and local program. the next largest funding source is from the federal grant funding. this is approximately 8% of the authority's budget. this is funding from the highway bridge program. lastly, we have revenue coming in from regional grants and program funding for 3%. interest earnings of approximately 1.2%. commissioner mar: before you leave that slide, i want to make sure the sales tax assumptions match the controllers assumptions? >> yes, it does. on the next slide, a pie chart of total expenditures for the fiscal year. proposed expenditures are for $187.2 million. capital project expenditures is the bulk of the total expenditure budget. this represents 91.2% of all projects. we have the projects here. the next largest expenditure is for debt service. this represents 4.7% of the budget. this is related to interest payments for the commercial paper program and payments in regards to our line of credit. we also have personal expenditures for 2.8%, representing the 32 board positions. and lastly, 1.3%

when the mtc was working with the tjpa, caltrain, and the high speed rail authority on developing the investment strategy for the bay area application under our -- arra, we wanted to find a common methodology or basis for estimating job projections. what the mtc and agencies agreed upon was to use a recently published publication on job forecasts for capital investment. it is entitled "job impact of spending on public education day-to-day in 2009. in that study, they projected an average of 30,000 jobs created per billion dollars worth of investment in public transit. that number of jobs ranged from a low of 20,000 jobs per billion dollar investment to 41,000 jobs per billion dollar investment, depending on the mix of capital, operating, and right of way costs that were involved in that. this envelope of jobs includes both the direct jobs of people working on the construction activities on site as well as indirect jobs, fabricators of material, and supplies that flow into the construction project as well as secondary or induced jobs, employment flowing from the activities of the indiv

ab 744 found on page two, dealt with mtc's hotline program. they pretty much abandoned that bill midway through this year, and that did it fail passage. they will be pursuing that funny, scaled-back -- they will be pursuing that funding. ab 987 passed through, and that deals with transit village and expands the radius of the area of improvement within the transit village from a quarter mile of the parcel to half a mile. a little more flexibility for transit village development. your other local members has been very active, mr. amiano, pushing the bill that would kill -- pushing the bill that would deal with right turns, pushing the mechanism there. that did pass handily. we do not expect problems because i think he worked out his issues with the state and highway patrol. the other bill we watched, ever since it has been introduced, ultimately did failed passage -- fail passage, but having said that, we have all suspected that some flexibility will ultimately play itself out in the budget, although sb 10, as a vehicle, is no longer available.

our proposed program it is to use the $500,000 that we were given from the mtc to extend the education and outreach program. the goal of the coalition now, in terms of the air safety education, we will also be adding a kindergarten curriculum and a first grade curriculum. that will be taught by the teachers at the school. by the time we bring our funding in, we will essentially have 15 participating locations. our funding should sustain the program through the 2012, 2013 school year. we will be also adding the sf department of the environment as a partner. they will be increasing their outragoutreach on how to walk, o school. we are hoping to have that be something that all schools do. increasing parent of reacoutrea. we are going to do the best we can to match those kids with the right schools. we are also adding an idle production unit. those parents who are dropping off their kids at school, picking them up, andidling. that definitely has batted negations environmentally. idle reduction of reacoutrech. this matrix shows our program compared to others. enforcement is not eligible for
