site from which the mtc was not directly involved. they did support us in oversight. the automatic fare collection program, the project utilize two contractors. ours was the one that did all the infrastructure to get all of the old gates disconnected to get our systems and infrastructure preparations done. that is on track at about two and a half million dollars. the second contractor that is utilized for the installation is cubic. they perform the installation of the fare gates, the ticket vending machines, both displays for the subway stations. that contract value is roughly at $90 million. the demolition and infrastructure preparations began earlier this year and were substantially completed in july. equipment installations began on august 2 and were substantially completed earlier this month. just a point of clarification, i think there was a lot of information in the media about the program cost being $30 million. i believe the publication or directing the cost at cubic. if you the contract is $90 million. the overall program to install the infrastructure is roug

with that, i know there are two presentations from the mta and mtc.that point, we can hopefully have a good conversation. >> i work for the metropolitan transportation commission. the plan is for me to cover the first two items. the last two will be covered by mta. to ensure we are fully responsible, we have a member of the executive team here. just to briefly start off by talking about the over all clipper implementation, as mentioned it is the all in one transit card and it is currently working on five of the largest transit areas in the bay area. bart, caltrain and golden gate are currently accepting golden -- clipper kurds. with that, the seven agencies represent over 90% of bay area transit rider ship. that provides a great opportunity for interoperability and convenience to the customer. the clipper card has been accused of being complex. part of that is our willingness to extend the willing fare structure that transit agencies have. as we brought these transit agencies on, we except that their products at discount. all told, the clipper card ex

we're a word to allocate $200 million, a combination of mtc and mta to close a gap. in 2008, 2009, we were able to get the fda to increase their cotton addition to 60% of their cost, which is significant. we also included a federal annual contribution. we started out at the federal government agreed to $100 million, but they increased that to $150 million a year. we also were able to pass a high-speed rail measure. the mta has $16 million allocated to that. $27 million has over all gone to the central subway project as of today. we have also started to receive bids from projects, much less than engineer estimates. we are happy that the cost will go down. we are also forming a mind the gatt committee, made up of members from all of our partners in the project to look and ways to close the local gap. so what is remaining in fiscal 2010, 2011 is for all of us to sit down and focus how we can come up with the $137 million, as well as the other funds coming from the federal government. question about the state funds being available as to when we thought they would origina

i am concerned muni and mtc will have significant issues on their hands next week.y, as our chairwoman just noted, many complaints around customer service out reach, not just on how people can get the cards but how people use them. the reduced number of places where the cards can be purchased. i have heard many issues raised by communities

i have asked evac and mtc if they could serve as a coordinator for follow up meetings. i look forward to their leadership in facilitating those meetings. colleagues, in the future, when these meetings occur, i would advise you to take part in these meetings. they show both original commitment and what we will have to shoulder municipally. i also spent time educating people over the past month to support the vehicle registration initiative. that will increase transportation revenues at a time where we need more help. many of you do not know that if prop aa is enacted, we would have to double the amount of money we give to street cleaning services. i also made sure that our ability to share those remarks is copacetic. we also have a report from the municipal transit agency. i worked closely with commissioner campos and his staff through the process to provide guidance to the consultants during the initiation phase of the audits. several of you have met with the cgr team to provide your views, and i want to thank you very much for those. for those of you who have not, plea

victoria mentioned the mtc park users survey. i think it will be a valuable tool in helping shape budget priorities and helping get some sense of community feedback on a variety of opportunities to preserve, protect, enhance, help our park system survive, so we are featuring the mtc survey on our own website and trying to communicate, and i want to thank them for conducting a town hall meeting last saturday and for their ongoing partnership and support for our parts. on november 8, we have the second of two public meetings to brief the public on the contract negotiation for the boat house, and it comes back before the commission at the next meeting in november. the next meeting is on november 8 between 1:00 and 2:00 p.m., and there will be public discussion of contract terms and concession and an opportunity for the public to actually meet the ortega family. we have a ribbon-cutting ceremony on october 12 at 4:00 p.m., and this is a really exciting project, and it is the second part to the renovation of the lincoln park playgroun

we have already had several meetings with the department meetings of mtc. i attended one of those meetings last week to emphasize that san francisco department heads, the importance of this process of having san francisco taking a leading role in the region in this regard. i expect the process to intensify. it will have to. as the region debates alternative visions of how we move forward. finally, serious discussions about the funding plan for the central subway. interesting coverage lately in the press, and, of course, with in committee hearings. i'm delighted we've worked out what i believe will be with a feasible funding plan to close the $137 million funding gap before us in the mta. the way to get there is through a collaborative process. what we have is exactly that. i want to thank staff for taking the initiative, and thank you to the mta for coming to the table. it will be a huge benefit for san francisco and almost $1 billion in federal funds secured, which she to happen in short time. i know that the solution we have at hand will have creative fun

we secured a $14 million grant from the mtc to actually deliver on that promise, the first phase, creatingr switch stations where you can do exactly what we thought we could do at the time, which is provide energy for 60 taxicabs in the city that will be an unfettered -- outfitted with batteries. you can switch those batteries out and switch them with a recharged batteries. those dollars are arriving. that commitment is now made real. 60 taxicabs, four switch stations that will have this technology. in addition, we are taking other taxicabs and making them electric. we will be the first big city in the nation to have an electric fleet. that will leverage roughly $30 million of local money, including the partnership's we are announcing today, with companies like mastercard. all these things today are taking shape in real time, and i just think it is exciting. again, we are in the house business. we are proving how we can get this done. we are proving we can get it done in a business better and create a new opportunity to build the economy in this more sustainable future that we tried to bui

this in the paper that millions of dollars are being funneled from the federal government through the mtc for the electric taxi project that i alluded to in the last meeting. this is a project but forward by private companies. it seems to bypass and sidestep the regulatory process where we have had very little input and we are now talking about what could be 50, 75 cabs in san francisco under a completely unproven program with many questions that i cannot get into but i will just mention one that comes to mind. the person involved clean-air programs and the department of the environment, who probably had a heavy hand in this whole thing, is now working for the private company that is promoting the steel. so, you know, i think that there are questions here to be answered. the other thing that i wanted to allude to in the time that remains is that the credit card processing rules that have now been established are highly unfavorable. the processing fees under the rules, they are the ones that have the merchant accounts. yet the advertising revenue does not go to them. apparently 90% of it g

important thing that i took from the testimony is we have the potential to impact decisions at the mtc as well as state legislative representatives to create the imperative around this project. it is not unusual to have a gap, particularly in this type of economic environment. expectations around government funding are not being realized. i agree with you. it is not constructive to have us working this out for a particle here. there ought to be more real conversations. -- cathartically here. i think that we do face the situation where i feel the mta, along with the transportation of our day, needs to be making a more compelling case for this project. let's just to recognize the fact that no major transportation projects has been built without major criticism. that is the democratic process. but in addition to closing this gap, we have to make a transit justice case as to why this is important for the neighborhoods that will be served, an economic case, ridership case. some of the issue being laid out here are easily rebuttable. i agree, there is a two pronged approach that we need to t
