i know my colleagues are very familiar with what the mtc is, but for members of the public who do not know, it is a regional bay area nine-county commission that plays a significant role in distributing transformation -- transportation dollars throughout the bay area. it is a significant project. when we look at san francisco, and has played a key role in funding a lot of different projects, whether we are talking about doyle drive for the central subway or a number of different projects. there are currently 19 members. we have two of them. last month, the commission voted, over san francisco's objection, to ask the state legislature to amend state law to expand the mtc from 19 to 21 seats by giving an extra seat to alameda county and to santa clara county, recognizing the significance of oakland. i have no dispute with recognizing the importance of our sister cities, san jose and oakland, but what this will do if enacted is further dilute san francisco's role in the mtc and our ability to obtain adequate transit funding for this city, which is so critical in our regional transportati

mtc hopes to adopt the combined scs in april of 2013. focusing for a moment on the initial vision scenario, next slide, this will reflect jurisdictional input into the process on where they expect to grow and what kind of growth they expect to implement. where should the growth be? if there is not enough growth based on voluntary funding, we will go ahead and distribute the rest of the growth. development areas in san francisco like the eastern neighborhoods and a bit to the south, last time around when we added up the growth with local jurisdictions, it only added up to 50% of the need in the region. where does the rest of the 50% of the housing go? the staff will take an initial pass at that, distributing growth where they think it should be most sustainably be placed. the initial visions scenario will show much how much, -- will show how much travel results in this with greenhouse gas limited as a result of the initial vision. what did we learn about this in terms of transportation performance member -- transportation performance meas

i sit on one of the equity working groups with mtc. i wanted to raise a question or to request. the whole bay area is looking to san francisco as providing leadership in this area. i think it is great to have the participation of staff from the planning department in a number of these discussions. i think one of the challenges we face is to get real numbers about what we can get in terms of affordability over this next time. i think some of the previous commentators raised this concern about not portable housing. it does not do as good if we build affordable housing at the same time we are losing it through displacement and gentrification. a recent study from abag called "development without displacement" researches displacement effect in san francisco from 1996 through 2006. the data results were stunning. another is not time to cover all the data in there. there is information worth considering. one of the findings was that a replacement levels in areas that are considered high transit in san francisco have the highest rates of displacement. the communities that were being dis
