this is a debate that has been taking place at mtc and abag. last week, at a meeting, we had a clearer look at how the debate will go. san francisco already is and will increasingly be a leader in the region baker's the pushing policies that encourage, reward local jurisdictions that make a real commitment to sustainable growth and affordable housing. it is also clear we will be a significant amount of strife getting to a plan that we can all live with reasonably but it will require extra effort on the part of those jurisdictions of lagging behind in these areas, and because we're going to continue to make a very forceful case for san francisco to get shared transportation dollars, that it is fair and commensurate with the city's longstanding commitment to sustainable transportation and responsible land use and housing policies. i want to point out in this context the importance of defeating assembly bill 57, which would reduce san francisco's modem influence on mtc, just at the time when a fundamentally important decisions about infrastructure

mtc is studying closely. some of the agencies are worried about federal money because it does touch locally controlled federal money, too. we recommended watch, and will be working with the senate appropriations committee to tighten up the applicability. there are two bills. i tried to report on them each time i am here. the first is s.b. 223. this is the vlf catch-up bill. it has been amended to scope itself down to apply only to the city and county of san francisco, so the availability up to the full prior to% is limited only to you, if the bill is signed. going forward, it requires a 2/3 vote of the board, the legislative body, and a majority vote of the people. i think he has format did it in a way to do two things -- one to meet the governors need to have a vote of the people on taxes, and second, to avoid having an overwhelming opposition. i know automobile manufacturers and some other tax groups have been opposed to it because a state wide applicability. supervisor mar: mr. watson, looks like it takes

this is a piece of funding that compliments a fairly large craft from the mtc to work on various issues related to more efficient use of the resources we have in transportation demand management. let me ask one of our plan is to talk to this. >> thank you for the question. integrated partnership project has several project elements, a collaboration of the authority, sfmta, department of the environment, planning department. there are two large pieces. first is a planning and policy task to look at how the city is doing tdm kermit across the four agencies and where there is room for reform. the second part is focusing on several pilot projects. as the effective director noted, the large grant funding of this project is from mtc, through their climate initiative program, which was recommended previously. the grant projects are designed to test a range of strategies across the region. everything from electric vehicles to ride a share, school travel demand management come and evaluating the collaboration of the four agencies. central recommendation of the strategic analysis report, which is

we are pleased to see that mtc is listening. many of the recommendations we see coming out of the draft report should get more attention. making sure transit and non- transit programs are eligible. we see a lot of requests for pedestrian improvements. we want to make sure we have flexible funding. we have a number of efforts related to year end closing. on prop k funds, we allocated $80 million. based on the 2009 strategic plan and the 5ypp, 73% of the money that we could have allocated. $74 million of this is from programmatic categories. most of it is in six categories, muni vehicles, guideways, us rapid transit, calming traffic, and muni facilities. we have received our first two checks from the vehicle registration fee. we are still paying off the department of the elections. this will be a pay-as-you-go program. we expect to allocate later this year. the summer, we have initiated projects with project sponsors. any eligible public agency that can deliver reliability improvements. we will be working on out region this summer

. >> there is a pilot program already funded by a sizeable grant from mtc. it they have the same interest we have in seeing these shuttles prosper. frankly, they provide such a compliment to regular fixed route transit. we want to make sure there is a structure put in place that can facilitate that work so that we do not have just the occasional neighborhood person complaining about it and no structure to answer it. that is essentially what the pilot is for. it is not to create a bureaucracy and it is not to automatically come to a conclusion to charge shall operators to be licensed. but simply, to explore that at no cost to the operators. i should also say, we are delighted we have had the participation of several of the companies that run shuttles in the city, including google, in putting together the reports. they definitely met with us and answered some of the questions. so we are not going for [inaudible] we are essentially trying to create a structure for analyzing this. that is what the pilot will do. once the pilot is done, the mta and probably this

one question that we have had as a part of this, we received a grant from the mtc and hired a transportation project manager for issues in the city. one of their key talents is working on this program. one thing to look at and explore as a city is that as we work closely with shuttle providers, their role in the transit system is going to open up policy issues. you cannot ride on the shelves to use these services. the shuttles are in place with development agreements a few years ago, recent trends have gone in to make them duplicative. there are customer markets that some providers believe are not interested or willing to use the system. we will have to look at these broader issues and what makes sense in terms of how we have them, as partners in the transportation system. we want to be very cautioned and saying that we are not using this as an opportunity to charge an extra fee. in terms of time loading allocation, what would make sense now? exploring all of the options. ." supervisor campos: thank you. supervisor chiu: i had a couple of questions. from my perspective, and many of us see it
