i think we have to ask the mtc to put mitigations into the plan . the only mitigations that i read in there right now are about during construction, that they would somehow mitigate displacement impact during construction, but i really think the impact comes after the housing is built. so, i think that's something that this planning department should look at. another impact that i thought was alarming was that it looks like vehicle miles traveled may increase in already dense areas where there is already level service f. so, i think that means basically in very congested areas where we already have bad air quality, there is going to be even more congestion. and i assume that is low-income neighborhoods, communities of color. i assume that is areas in san francisco that really don't have any more tools to figure out how to increase the air quality. and, so, i think again that is something we need to ask mtc to help us think about since we're talking most of the growth through this plan. i do have a number of questions about what the c-e-q-a exemption

some agencies told us the mtc never even sent them invoices about their fines.the case of the city of oakland, the mtc was forced to cancel more than $4,000 in fines wrongly levelled against police and fire vehicles, which legally do not pay tolls when their lights and sirens are on. mtc admitted to us that their violation processing system is backlogged, and this were software glitches that have since been fixed. they say our investigation revealed, quote, how things fell through the cracks in an enormous way leaving some agencies and cities scrambling to clear a host of illegitimate fines. kristen ayers, kpix 5. >>> all last week we were bone dry and hot. >> yes. >> today we're talking rain and snow in the sierra. >> we have video to show you in a second. kind of strange. say it isn't snow, if you will. yes, we had unstable air over toch of us. it was sticky outside. maybe you got rain fall in the east bay. good for you. here's a peak outside toward livermore tonight which got a decent dose of rain. you are dry this evening. matter of fact, all of the bay area

we are recognized $34.1 million revenues we'll be receiving from mtc. what happened is we anticipated this in the last fiscal year but do -- due to a lack of full completed analysis, we were not able to pay cal trans and not able to recognize that revenue. this year we anticipate we'll receive most of the invoices and anticipate receiving full complete invoices to recognize the full $34 million. in addition to the project, there has been a switch of responsibility. more like a shift. cal trans has asked authority to take on more responsibility with the p 3 contractor and with this there would be additional $3.3 million of expenditures but no overall budget adjustment. the budget will remain the same for that project. for the better market street, this was an item heard before the board. an additional $305,000 and we anticipated spending $327,000 of that in the next fiscal year to. highlight, i would like to say $61,000 was received in grand by the harney way transportation plan. we were able to contract a couple more items through the travel demand mode

provide grants to recipient entities like the city and county of san francisco or the ta or to the mtc and so that process is under way right now. there are two bills in progress, this year. and that were recommending the watch on that were tempt and enhance or modify that process. the first is ab 574 which is on page 5, it is a watch position. and i think that the true value of ab 574 to date has been to help support the rationale that the air resources board adopted for several of the major expenditures categories, including, investments in transit, and investments in rail as being eligible for the cap and trade funding and mfk it goes broader and allows more investment in highway and maintenance that are affiliated with the infield development and providing the certain infrastructure that is needed for infield development. a second measure, ab 1051, on page 9, would also seek to delegate or direct subject to future appropriations but some of the auction proceeds to housing development, consistent with the sustain able community strategies so there is a lot in play and a lot of the b

the tfca as local match to leverage nearly $3 million in mtc regional finding. we are funding the biking park project. this project will cover the procurement of 250 biking racks on a san francisco state campus. the other four projects for partial funding include the short-term bike parking project which is including bike racks. since it has two years of funding for racks. we set this project into two halves within this funding cycle. they have a number of other funds available for this coming fiscal year. we also recommend partial funding for department of the environment and department of transportation management programs which we'll hear about the information item. on your agenda abut i will go into detail about them here. first at the emergency right hoed -- home program. it provides a free or low cost ride home in cases of emergency. it's provided to employees of alternative modes to reach places of work. the recommended level will fund one year of the two year project. tfa funds with a recommended program for one year with 20 employees or fewer. it offers

since then, about a month ago, mtc, abag, metropolitan transportation commission and association of bay area governments, released the draft plan bay area, the draft sustainable clean air strategy that brings the growth strategy and transportation strategy together. they are out for a comment period which ends next week. so, our hope today is to brief you on the content of the plan and e-i-r and staff will be working on letters to mtc and abag on the contents, so, we hope to hear your feedback to help us form those letters. i'm here with my colleagues liz bryson who will speak to the transportation strategy of the plan and victoria wise from our department who will brief you on the draft e-i-r. if i can get the presentation. so, just to talk a little bit about why the plan is happening in the first place, the entire plan bay area is based on population projections. growth and jobs, growth in housing, and the premise is to shift that growth towards urbanized areas and more directly shift the most intense growth to actual urban areas like san francisco, san jose, and oakland. the reasons

and then it has an mtc's preferred transportation investment strategy which as liz mentioned provides 90% of the funding towards o and m existing facilities -- i'm sorry, i misspoke. the transit bay area focus alternative actually is a little bit different from the preferred [speaker not understood] strategy in that [speaker not understood] bay bridge tolls to fund some of the bart and ac transit investments and then it has a development fee linked to vehicle miles traveled. then if we take a look at the enhanced network communities alternative, it's similar, although this is an interesting alternative in that it allows for more disbursed growth pattern and concentrated in pda as much as the preferred plan. and as far as the transportation investment portion of, it is very similar plan, but it has [speaker not understood]. number 5 equity jobs [speaker not understood]. focuses on job opportunities [speaker not understood]. in terms of e-i-r alternative number 5 is what we call the environmentally preferred alternative. it results in fewer environmental impacts in the plan but i think

alamena transportation, san francisco municipal agency, conser authority, and lngs tras pourtation, mtc, sanmatao, and the santa clara valley, transportation authority. we also needed to work with the agency to determine which classifications we would be serving in the market. and because of the variety of classifications and their unique, we usually survey two-thirds, and in this case we did 14 out of the 18. we did not look at the executive director. and we also worked with them to determine what types of benefits we would be surveying. we wanted to look at top monthly salary, of course and we also looked at the cost of benefits in each of these agencies towards retirement, the insurance as sufficient as medical, vision and life and employee assistance plan and any leaves that they offer. so this would be vacation, holiday, and any administrative leave which is sometimes offered to those in select classifications. so, after these variables were determined, we went and collected the data. we studied the classifications, the current classifications descriptions of the authority and got

to use in their transportation tool box and promote it to their parents. the service is part of the mtc 51 sweet of services and it functions very much the same way as the commuter website for finding carpool and van pool matches. s environment received a grant from the air district and the transportation to do outreach and education on this tool. and really to support safe routes and encourage parenting to form walking school buses or bike trains. so our grant cover two years and we just are finishing up our second year. outreach was provided to an a total of 44 schools. and between the first -- for the first year for the 22 schools, we he saw increases in commuting, so from fall 2011 to spring 2012 we saw an increase by 1.5 percent with carpool, point 3 for .3 for biking, transit went up by 5 percent and the vehicle went down by 1 percent. overall the registrations are growing up, there's 535 currently. and as more outreach is done, it will go up, so other parents can find other parents to pool it. next we're we're planning to keep up the momentum with fsud public elementary schools w

prioritize funding particularly lifeline transportation programs, planning funds and capital funds and the mtc went through a very extensive process to define these. we are being consistent with them. i can explain more about the methodology of how these are defined but there is a long list of criteria and these neighborhoods to be designated as a coc needs to have certain so-called degrees of disadvantaged. that is having zero car households, having a concentration of racial or ethnic minorities, having low income household and so forth. so what we've done to look at geographic and socioeconomic equity is take several transportation performance measures. and in this map what is being mapped here is transfer rate, that is how many transit transfers riders need to make where they are going. we breakdown that data into groups of 20 percent. so we i have the worst 20 percent that is 20 percent of the city that has to make the most transfers to get where they are going and the best 20 percent so parts of the cities that need to make the fewest transfers where they are going and we map that and cal

that plan will be adopted likely by the mtc this july. in that process we have en where we expect and want the growth to happen in san francisco. and the idea region wide is that we much better integrate land use and transportation planning such that we're focusing to where we have or can build transportation infrastructure. so, these are the growth areas we anticipate and this is coming from the planning department to identify these. you can see many of them are either in our existing population centers in terms of the financial district and south of market, but also the new projects that are developing in hunters point shipyard, treasure island, park merced and mission bay. so, this is where the growth is coming in the next 20 or 30 years. we're going to have anot 100,000 household, another 90,000 jobs come into the city. so, we've had a good time to look forward because as we know, we don't have the muni system and the transportation system at a level that we would like it to be to meet today's demands. and yet we have a whole lot more

this is video from the mtc take nen july of 2010 that shows the rods in question. pertraouding out of the very base of the concrete tower. you can see how sections of the tower with carefully placed holes are lowered directly over the rod. now, there is concern because of the way these rods were manufactured they could crack or break like other steel rods that snapped in march located on the deck in a seismic stability structure. >> there are three things relative to bolts. one is the steel, the type of steel that is used, two, the pressure, and then the environmental factor. the bolts were at the highest tension level, and the ones in the tower are lower. what they are looking at are all of the different elements to figure out what is the best solution. >> reporter: the question is why did caltrans choose to use this steel when it goes against their own standards. >> there are cases you can take extra precautions. but, because we have an ongoing investigation into, you kwroe, all of these rods and pwalts like the new that -- you know, all of these rods and bolts l
