i think we have to ask the mtc to put mitigations into the plan . the only mitigations that i read in there right now are about during construction, that they would somehow mitigate displacement impact during construction, but i really think the impact comes after the housing is built. so, i think that's something that this planning department should look at. another impact that i thought was alarming was that it looks like vehicle miles traveled may increase in already dense areas where there is already level service f. so, i think that means basically in very congested areas where we already have bad air quality, there is going to be even more congestion. and i assume that is low-income neighborhoods, communities of color. i assume that is areas in san francisco that really don't have any more tools to figure out how to increase the air quality. and, so, i think again that is something we need to ask mtc to help us think about since we're talking most of the growth through this plan. i do have a number of questions about what the c-e-q-a exemption

we are recognized $34.1 million revenues we'll be receiving from mtc. what happened is we anticipated this in the last fiscal year but do -- due to a lack of full completed analysis, we were not able to pay cal trans and not able to recognize that revenue. this year we anticipate we'll receive most of the invoices and anticipate receiving full complete invoices to recognize the full $34 million. in addition to the project, there has been a switch of responsibility. more like a shift. cal trans has asked authority to take on more responsibility with the p 3 contractor and with this there would be additional $3.3 million of expenditures but no overall budget adjustment. the budget will remain the same for that project. for the better market street, this was an item heard before the board. an additional $305,000 and we anticipated spending $327,000 of that in the next fiscal year to. highlight, i would like to say $61,000 was received in grand by the harney way transportation plan. we were able to contract a couple more items through the travel demand mode

since then, about a month ago, mtc, abag, metropolitan transportation commission and association of bay area governments, released the draft plan bay area, the draft sustainable clean air strategy that brings the growth strategy and transportation strategy together. they are out for a comment period which ends next week. so, our hope today is to brief you on the content of the plan and e-i-r and staff will be working on letters to mtc and abag on the contents, so, we hope to hear your feedback to help us form those letters. i'm here with my colleagues liz bryson who will speak to the transportation strategy of the plan and victoria wise from our department who will brief you on the draft e-i-r. if i can get the presentation. so, just to talk a little bit about why the plan is happening in the first place, the entire plan bay area is based on population projections. growth and jobs, growth in housing, and the premise is to shift that growth towards urbanized areas and more directly shift the most intense growth to actual urban areas like san francisco, san jose, and oakland. the reasons
