so the timeline, bill barr is basically the first person outside of mueller steam to get the mueller report, was a friday night and i remember, panic is cnn when we got and understood this was happening, march 22nd, 2 days later, sunday night, march 24th, bill barr issued a letter summarizing the principal conclusions, the key in his supporters say it was not a summary. you can call it whatever you want, it is a four-page accounting of the mueller report and so powerfully dishonest, he leaves out all of the stuff about how russia, even actually one instance bill barr custody sentence and have a lives in the part of the race and there's no chargeable federal sentence in the first part was essentially mueller findings that russia commitment and committed crimes because they wanted from him and they knew about this and expected and had dozens and dozens of contact with them trying to coordinate and facilitate on it. so those powerfully dishonest to take out all of the and to only give us a back half is something that in a judge if i ever saw that as a prosecutor, i tear my head off righ

going back to the mueller report and the barr summary of the mueller report. the doj has just been required to release the memo behind the reasoning to not charge donald trump with obstruction. walk us through what we learned. >> so, this was an nine-page memo written by two trump-appointed senior justice department officials that bill barr used to support his contention before the mueller report was released that there was nothing to suggest that trump was guilty of obstruction of justice, and my -- and many legal experts have observed that it reads like a brief from trump's defense lawyers, not as a dispassionate analysis of the evidence, and in fact, when federal prosecutors actually took a look at the mueller report, hundreds of them signed a letter saying that any other defendant would have been prosecuted for obstruction of justice, so it's very controversial. perhaps most controversial is that because trump felt like the russia investigation was illegitimate and interfering with his presidency, he therefore had no corrupt intent when he tried to obstruc

stand, if the 23-month mueller probe and their findings and we know from robert mueller's own testimonyrence that he said if i could say that he hadn't broken the law i would. so the translation is donald trump broke the law, but that couldn't go. that couldn't be released. that couldn't be what came of the 23-month investigation. so it is clear that this document was with the political intent that was not pure and with a very derogatory intent of smearing and coloring the 23-month investigation and it explains why mueller was so upset and there was reporting in "the new york times" and "the washington post" that mueller called this office and was upset. you can't put any of the toothpaste back in the tube and back to my first question to you, how does it fill out the understanding of how heavily donald trump depended on doj to put his finger on the scale for him? >> i mean, enormously, nicole. the extent to which doj, particularly after bill barr took over was functioning as an extension of the political interest of the trump white house particularly on the mueller report. i had a lot

in march 2019, bill barr told us before the mueller report was released, that the report had all butrated the former president. and therefore, there was no reason to charge him. the memo essentially lays out barr's defense of that decision. the memo contends, mueller's report did not establish a case to charge trump with obstruction, who failed to establish any underlying crime related to russian election interference. but, as nbc has reported, mueller's report actually did identify ten episodes that could be considered potential obstruction of justice. as one former mueller prosecutor points out, that is just one a couple of high-level justice department officials were worried about. >> two senior staff say to bill barr that the reason he should make the decision is because, if the memo comes out, it might be read to imply that the president committed obstruction. this memo makes it clear that the reason that bill barr did not ask robert mueller to simply come to a conclusion is because, as it says here, that report can be read to find that, indeed, he did commit obstruction. >> as
