i mean, take a look at mugabe in zimbabwe, the country has been totally destroyed and president obama's electoral victory shames africa. you're talking about a country that is very rich in mineral resources and yet it is so poor. if obama had tried to run for elections, it for president, in ethiopia, for example, he would have been in jail, he would have been clobbered and he couldn't run in zimbabwe and we have so many countries that he couldn't have run. and for our future for african countries, only 16 are democratic and so we have a long way to go in africa. >> president obama talked yesterday at the g-8 summit why he chose ghana as the country to go to, let's look at that. >> if you talk to people on the ground in africa, certainly kenya, they will say that part of the issue is that the institutions aren't working for ordinary people so governance is a vital concern that has to be addressed. now keep in mind, i want to be very careful, africa is a continent and not a country so you can't extrapolate from the experience of one country and there's a lot of good things happening and p

recognize a problem that we in terms of the way we look at china's attitude in africa whether it's with mugabeimbabwe, sudan and other places where we have had opposing views, do you have any ideas on what you might be able to do that would be, bring china a little closer to our way of thinking in terms of some of the problems that exist right now in africa, specifically zimbabwe and sudan? >> you, you mentioned a couple of difficult, challenging and troubling cases. >> yeah. >> and adhering to a more rigorous export control regime would be a pretty good place to start because it is the flow of arms that create so much of the destabilized environment in both those countries. but i also like to think of africa where china now has by some estimations 750,000 people and tens of billions of dollars invested. a much different level of investment than what we have seen in earlier generations from, like, russia or the soviet soviet union. the raw materials needed to fuel the thriving chinese economy which has grown at 8, 9, 10 percent for 28, 29 years running now. i think there's an opportunity here
