that, in fact, there are others in the government and andy wheeler may be one of them, but perry, mulvaney, betsy devos are quietly doing the work. scott pruitt was doing that at the epa. that mission is likely to continue. >> correct. administrator pruitt, today is his last day, in fact. he has similar policies as most other top officials at the epa and in the white house. i think it's important, in fact, to point out that andrew wheeler, who will be taking over as administrator could be more effective at repealing regulations. he is a long-time washington lobbyist and worked on capitol hill for james inhofe and epa. he knows the ins and outs of the regulations. he could be more effective than pruitt because we won't have the ethical standard scandals headlining. >> something you wrote caught my eye. wheeler is expected to run a more conventional and inclusive policy process even though the end result is similar to those of pruitt. what do you mean? >> one thing that upset people at the agency is administrator pruitt was exclusive with the way he was seeking advice and rolling out regulat

two, i'm told nick mulvaney wants to cut spending, something that because there's a bipartisan deal isn'the latter will be dealt with later. the former, as i noted in that clip, was that they had a meeting, speaker paul ryan and mitch mcconnell with the president, where the president made clear to them, i'm told by multiple people, he would wait for the wall fight until after the election. that's basically the plan. the bottom line, dana, is this. there will be a shutdown fight. leaders just want it to be in december, not in september. now, as i noted, aides are saying they think he's just trying to blow off steam, they think the fight will still happen in december. but the idea this is still up in the air and still really at the mercy of 280 characters means that even though this is moving well right now, anything could happen. >> i still think he was trolling you, but we'll see. i guess trolling you is maybe less consequential than shutting the government down. so we'll see. thank you so much for that report, phil. and phil made a really important point about the under the radar success

like-minded aides mulvaney have been considered. what does all of this mean moving forward?e chaos, less chaos perhaps? >> this press and this white house have had just an unprecedented amount of change and turnover for the cabinet at the white house level. it's hard to get stability and really move your agenda forward. general kelly i think has gotten frustrated at times. he's expressed that. we'll see how all of this plays out. the truth is president trump in many ways operates, craig, without a chief of staff. that's the way he did in the private sector. but being president of the united states, being in government, is just very, very different landscape. so, you know, he's already had so many changes in the white house. you have to get stability. we had our challenge is getting started. but we did achieve that stability and president clinton got his legislation passed his first year and his approval rating reflected that. remember, the president is going in the midmaterials with the house on a bubble, both in the house and senate. >>> oprah has said she does not want to
