think about the last muni trip. muni was not available how would you get where you needed to go? what you are seeing there is 44% are saying they would have used a ride-hailing service, a very, very large number. when you compare to last year, that is a 10% jump. that is a big jump in a year for any question like this. looking at other responses, use other transit such a bart, walk or ride a bicycle, not a lot of movement. looking at the bottom of the chart with a decrease, drive alone. that is down 4%. next get a ride also decreased. definite movement for alternatives people are considering. among those who said ride hail on the last chart i showed you, we asked them why? it is speed, door-to-door, not having to wait. the top three there sort of paint the picture in terms of what people are mentioning largely. there are other reasons, the top three are that point to point speed to get me there quickly are the ones that resonate the most. you finally, when i mentioned this at the beginning a one question survey among those who didn't use muni, this is the response. all the others

so muni service is going to be funded the way that new muni service associated with development is funded everywhere else, which is increased general fund revenues. but i mention it here because it's robust service levels that we need to help muni achieve, which is a less than 5-minute frequency. it's rapid. and it is and will be needed. and we will need to work with m.t.a. to make sure that's achieved. we have done a number of oute outreach this fall and we brought an initial concept to committee in october. the committee directed us to go back and do some more work, some outreach, and then presented a revised proposal to the committee at the end of november, november 27. we've also been briefing the tida board in parallel. some of the things we heard were concerns about affordability. some businesses concerned about the ability to attract and retain workers, especially low-wage workers, is very challenging, and so the expense of the commute is something that's a concern. also the ability to get things like goods delivered. treasure island is perceived as or is actually difficult to acce

we have dedicated muni on the 5 fulton. it takes 25 to 30,000 people. another planet runs express shuttles from civic center, and then this year, expanded after a transportation study to also run them from east, north, and south bay locations. and we change where the shuttles pick up. now they pick up on m.l.k. to limit congestion in the neighborhoods. the shuttles were helpful, and we're looking to expand them. because it's helpful to say, don't take uber and lyft from here. take the shuttle and then uber and lyft, or take muni to somewhere else. the traffic tracomplaints have decreased significantly, and they continue to decrease every year. one of the changes we made last year is in order to stage the muni buses, we block parking on fulton all day for three days. but neighbors say, nobody's parking there, and the muni buses don't show up until the end of the day. why can't we park there? so we've worked with muni to adjust that so that during the day before the buses got to show up, you've got to move, but you've got the ability to use those parking
