commissioner murase: the question is, why did i bring this forward together with the authors? because it is about the students. i have talked to a lot anof jrotc students and they tell me this program keeps them in school. they connect with the instructors and the other kids. it is very meaningful to them. i visited a class where they teach the kids how to manage their time, get scholarships, and it seems to be a very valuable program. i want to reiterate we are the only school district to require that our instructors get a credential precisely because we did not want unqualified people teaching our kids. the school board voted to make a requirement that our instructors -- of all of the high schools in california, 77% to allow pe to be fulfilled by jrotc without the pe crenshaw. several commissioners have expressed concern about supervising more than one site, my question is if we're required to an instructor for each, would now put more pressure on school budgets? i do not want to second-guess budgets. i feel like councils are elected bodies and they decide what is best for t

commissioner murase: aye. vice president norton: aye. president yee: aye. the next item is the superintendent's report. what are your thoughts tonight, superintendent garcia? superintendent garcia: not good thoughts. tonight, we are bringing forward the 2012-2013 budget. i wish i could be here to give you some great news. later on this evening, there will be a presentation on it. no matter how we try to slice this, how we try to make it better, the reality is that with the economy the way it is an with the governor's proposal, even if it does not pass, it goes from bad to worse. we are still working with our labor partners, trying to see what we can come up with. it is going to be a real tough year, the next two years, when you look at our budget. no matter what is going on, i think we have cut about everything we can. it makes a really difficult -- it makes it very difficult to balance the budget. hopefully our legislators, by the end of this week, they have to have a balanced budget, one that gives us a clue about how much money we get to spend. it looks

commissioner murase: i want to thank the community food bank. they really do a wonderful job of not reaching to the community -- outreaching to the community. it is a great way to get graduates come back and held on wednesday afternoon. the donations received get out to the community, and helped the school building community. commissioner fewer: the idea of writing this commendation came when i was visiting schools and so many that i visited i saw the food bank delivering food and i saw our parents getting food. the parents said they would not be able to make ends meet if the court not for this food. it is through the generosity of the food bank and of the donors which i encourage everybody to donate to. and also for the food thbank to have the vision. we serve moderate to low-income families. a number of families have been struck by this horrible crises that happens where our economy is. the struggle every day to feed their families. on behalf of everyone here and the families, i want to say thank you so much for thinking about us, making it so
