joining us now is democratic senator chris murphy of connecticut, he is the chief democrat democraticr on bipartisan talks on gun reform legislation. thanks for being with us. can you give us the latest on these negotiations? >> so we are making real progress and let's be honest, there is a reason why congress hasn't passed any serious anti-gun violence legislation in 30 years, it's really been since 1994 since we have attacked this problem. this is the most politically complicated, emotionally fraught issue that congress deals with, it too often incentivizes both sides to retreat to their political corners and just run to litigate the issue in the next election. this time does feel different. most part because the american public are just freaked out, frightened, anxious about the state of safety today and they want us to act. so we're talking about -- we're talking about red flag laws, we're talking about improvements to our background check system, we're talking about targeting 18 to 2 is year olds to try to make sure only the right people get their hands on weapons and we are talk

i had a conversation with senator chris murphy who has been one of our leaders on the democratic side about exactly what that meant and the help that we might be able to offer to him from the senate judiciary committee. i just want to say at this moment that i really want to commend my colleagues on both sides, democrats and republicans. i i believe they made a good-fah effort to negotiate a package of reforms. senator murphy, senator cornyn of texas made it bipartisan, timely, and i believe did an excellent job. is it a the package i would've written? no. nor yours, madam president. you would have included things. i would have included others, but it is within our reach. we have a bitterly politically divided nation, that's a fact. we have ave senate judiciary committee evenly divided 50-50 if we have a chamber evenly divided 50-50. so it is difficult to say that any one party or one person would get exactly what they want in this political atmosphere. it's equally important to note that we've all gone home and gotten the message. over and over again, whether a reference to a superma

a week later, with chris murphy, are you more optimistic?oif had a series of conversations with colleagues, democrats and republicans, i am more optimistic today. senator chris murphy of connecticut is a great leader of this cause and senator jon cornyn of texas is engaging. there's different ideas being exchanged between small groups of senators. any one of the ideas would make some progress in terms of making the country safer and helping us make it harder for folks to do harm to others get the hands on guns in particular prevent things like what tragically happened in uvalde or sandy hook or parkland. other senators have been championing a red flag law or an emergency risk protection order that with due process protectionings would police allow guns for a period of time after they made threats or engaged in publicly disturbing threatening behavior. that's seriously discussed and because of the fact pattern i think is getting serious consideration. raising the age at which a 18-year-old can walk into a gun store and buy an ar-18 is somethi

senator murphy, thanks so much for your time this morning.e bones? what all is on the table right now? >> i really can't. i think we have work to do today, tomorrow, and through the weekend. the good news is that there are more republicans engaged in these conversations about trying to put an end to these mass shootings, the school shootings, than ever before. between the meetings we had yesterday and on tuesday, we had about 6 to 8 republicans engaged back in 2013 after sandy hook. there was one republican that was engaged in discussions. you know, our hope is that we're going to be able to produce something for our colleagues next week. you know, we're talking about a bill that will make a difference. it'll save lives. it is not everything i want, not even close. it's red flag laws. it's improving our background checks. it is more money for mental health. there's another -- there's other issues that likely will be on the table. but our hope is that it breaks the log jam. i mean, this has been 30 years of inaction on gun violence. yesterday'

murphy: mr. president? the presiding officer: the senator from connecticut. mr. murphy: mr. president, in the gallery right now listening to the senate debate on the bipartisan safer communities act is one of my interns. her name is sari kaufman. i'm glad to have her as an intern in my office this summer, but sari has a story to tell because she is the survivor of a mass shooting. she was a student at marjory stoneman doug has high school when a fineman entered that campus and -- when a gunman entered that campus and shot and killed her friends, her classmates. she remind us that she went to more funerals in a matter of a week than many adult dozen in their entire lifetime. she was in debate class when the shooting started and she ran for her life, as did hundreds of other survivors of that horrible day. no student in america should have to experience what she went through. no young person should have the burden that she bears to come to washington and argue for changes that will make sure that other students don't go through the same thing. and no parent should have to go t

let me close by saying, i'm grateful to senator murphy, who's been a good faith partner. he'd like to do a lot of things in addition to what we've done here. but he was pragmatic and realistic enough to know that if we were going to be successful we weren't going to be able to do everything that he wanted and conversely, there were things that we did on our side, that were outside of our comfort zone, that frankly, we're having to explain to people and-- but that's the-- that's what a good faith negotiation looks like. and again, i think on billion, the good we are doing here in our -- the potential that we have to save lives is worth any sort of concession we might have had to make during the negotiation. and let me also express my gratitude to senator cinema, the senator from arizona who has been a key partner in the negotiation, as well as senator tillis, the senator from north carolina. but the fruit -- the truth is that a lot of people have been involved in this and i want to thank all of our colleagues who round out legislation and make sure to is the benefits that

senator murphy and i introduced the fix nics act to ensure that these records were uploaded on a timely basis. that bill at the time it became law had more than 70 bipartisan cosponsors. and it was signed into law of march 2018. and here's what happened next. in the first three years since that bill became law, 11.5 million additional records have been uploaded into the three national databases. 11.5 million additional records. the number of records in one of those databases increased by more than 30%. i believe the reason we were able to succeed with the fix nics legislation is because it addressed a glaring problem without jeopardizing the rights of law-abiding citizens under the second amendment. i mentioned that the bill had more than 70 cosponsors. i'm reminded here that it had 77 bipartisan cosponsors, and that was how we passed the first major reform to the background check system in 25 years. now, my hope is we can take the same approach here to build consensus by targeting the problem with a targeted solution. this one is actually harder because in uvalde there were so many mul
