this is what democrats and republicans agreed to in the summer when paul ryan and patty murray struck a deal. host: biggest hit in terms of the budget? guest: there is a decrease in the defense budget but the defense budget is half of discretionary spending in this country. a lot of the spending in the government is on the mandatory side of the ledger and that includes security, medicare/medicaid but this is the discretionary agency budgets of there is a decrease for defense of about $30 billion compared to what they had been seeking. another big decrease of about $8 billion comes from the labor hs budget, the departments of labor and health and human services which administers obamacare and the department of education. that sees a decrease but that is a sizable oil compared to some of the smaller ones like the agriculture bill. this past quickly in the house and in the senate.

i want to commend chairwoman barbara mikulski and chair woman murray. we would not be here without their extraordinary efforts, herculean efforts by two extraordinary individuals. i also want to thank my colleague from the great state of alaska, lisa murkowski, for her work. she is an extraordinary colleague, collaborator, and we worked together to make this subcommittee bill a very good one. chairman ken kalb on the house, ranking member jim moran collaborated on this effort. jim is retiring. i want to thank him for his distinguished service to virginia and to the nation. i am very pleased in particular in this interior subcommittee bill that we could make a strong investment in clean water, in drinking water through the revolving funds, or known, the s.r.f. funds. this is not only about the environment and public health. it is about jobs. in fact, adopting our provisions in contrast to the house lower numbers will keep approximately 97,000 more americans on the job this year. and that, i think, is significant. it's not just about the environment. it's

and that's how the ryan-murray agreement came about. okay, we'll spend some more and we'll use this to pay for, and we'll do all this and most of it, too much of it, frankly, gimmickry, and it passed, it was going to fix the financial pressure we were under. it was going to fix the tight year or two that we have here, the toughest year or two in the budget. but now, just four weeks after that passed in december, those tough negotiations and secret talks that concluded, we are with the first bill in this congress on the floor, we have an unemployment insurance extension that totally busts those levels. so now we're told we don't have to abide by those legal caps. just spend more money now. now with no corresponding cuts or reductions as required anywhere to pay for it, house speaker nancy pelosi said there's no place left to cut. well, there are places left to cut. and we know we have a lot of people hurting and unemployed today. and some sort of compensation is legitimate, but this idea that we can just waltz in here because there's a n
