is this scenario where this kind of murray-ryan compromise can work out the differences? or will they return to some of the deadlock? >> i want to strongly agree with marty on this point. it is something that is not understood by most people, once you have the number, once you have the budget number that the appropriators can work with, once you determine how big the pie is going to be, it gets a lot easier to work out how big each slice is going to be. once you work out how much the ag committee gets to work with, then it becomes a much easier to work out the details of the budget. i agree with both of these gentlemen. once they have a master agreement that they know will pass the house and senate and there is the will of the leadership of the house and senate to pass appropriation bills in regular order, all of this becomes a whole lot easier. it also becomes harder for whichever side of the extremes it gets harder for them to really fire live ammunition at the target because the deal has been struck and we are just arguing how big a slice everybody gets. let me just sa

paul ryan said this deal cuts corporate welfare. patty murray is disappointed because this deal does not close any corporate loopholes at all. i don't know which one is correct. paul ryan said it begins to reform some mandatory programs. but he didn't say how and i thought entitlements were off the table. so there are questions about the deal and we have to go through the fine print. >> there are many differences between the two beyond their height. >> and that is a big difference. >> jonah, your thoughts. >> i thought it was striking. you had paul ryan talking about where his priorities are, he talked about his principals, getting back to regular order and the constitutional role of the power of the purse and restraining the debt. you heard patty murray talk about a laundry list of clients of the state who need money. and that in essence gets you at the difference between the republicans an the democrats today and their philosophical approach. but at the beginning of the panel, i think there is one incentive for barack obama to agree with this.

bipartisan budget compromise and in a few hours the senate is expected to hold its final vote on the murray/ryaneal. it is expected to pass and make its way to president obama's desk by the end of the day. but lawmakers on both sides are making it clear that they are far from happy with the measure. cuts pension increases for military retirees under the age of 62 and many senate democrats are upset the bill did not include an extension of unemployment benefits. congressman paul ryan discussed that in an interview. >> they insisted on turning off all of the sequester and getting rid of it entirely. for the next year and a half we keep 70 prosecution. they got 30% of what they wanted i got 70% of what we wanted. no tax increases and stimulus spending and no 13th extension of the emergency unemployment provision -- >> ryan's partner, patty murray appeared this morning and said the senate could take up the issue in january. >> we have extended unemployment insurance in the past without a specific pay for, so it's unclear whether leader reid and speaker boehner will come to an agreement on that. but

patty murray and paul ryan worked for months on this and came up with something that as previous speakers have said, it's not perfect by my estimation either, but i think that's what compromise is about. it's about everybody giving a little bit, coming up something that will work for the country, something that will put the country on a more predictable basis and reduce the deficit. and so i think it's -- i think it's a reasonable proposal to put forward and that's why i voted for it. now, does that mean that everything is going to be cherry as we move forward and we're all going to agree on everything? i doubt that's the case but the truth is i think this is a great step forward as far as a bipartisan compromise goes. >> if we take baby steps in a bipartisan way and look at the calendar of what happens next year, that's when the debt ceiling rears its ugly head. an article says the gop spurred on by its win on paul ryan and patty murray's budget deal has a newfound confidence in pursuing at least some degree of brinksmanship when it comes time to raise the nation's borrowing limit. sir,
