myranda stephens joins us now from the scene live. with the latest details on this breaking and developing story tonight. myranda, what can you tell us at this hour? >> well, jennifer and jeff, baltimore city police spokesperson has confirmed to us, that an off duty officer has been shot, in the stomach. the shooting happened just about an hour ago. here in the 6000 block of high gate drive in northwest baltimore. we don't have a lot of information at this time. but we do know that officer was taken to sinai hospital, for his injuries. but we are not sure about the extent of his injuries. also no word tonight on the circumstances surrounding the shooting or the suspect or suspects in the shooting. we do know that they have started to block off the streets, of course. as police investigate the shooting. we have seen a helicopter flying overhead. not sure exactly how -- actually donnie do you want to come can up here? i am sorry, to put you on the spot. this is donny moses with baltimore city police spokesperson. i am sorry to put you on

myranda stephens joins us live. and myranda the water is off now. but there are a lot of questions at this hour. left to be answered. of course, and what's going to happen in the days ahead. >> definitely jeff. i think i heard you right. it is definitely still a very active scene out here. i am on dundalk avenue where the watermain break occurred earlier today. as you can see, it is still very busy out here. as crews are working to repair the road that was damaged from this watermain break. and to try to also clean up from the huge mess that it has caused. of course, all of this started just before 4:00 this afternoon. when authorities say a 72-inch watermain broke here along dundalk avenue. turning area roadways into rivers. streets were blocked off for several blocks. and many residents had to be evacuated from their homes. and crews were finally able to gain control and shut the main off. about 2 1/2 hours later. now, earlier we spoke with elise, spokesperson with the baltimore county fire and management. this is what she had to say about the wor

myranda stephens is live near where it happened. with latest. myranda? >> shooting happened in broad daylight near the bus stop behind me off east on northern parkway. and police confirm the victim has now died. >> all i seen was a bike. and that was it. >> jazmine and her friend could not believe what happened at the bus stop where they wait every day after school. >> devastating, because we are here in the neighborhood. >> before 3:00, shots rang out near the bus stop. in the 2300 block of east northern parkway. just a couple of blocks away from reginald lewis high school. >> information we have is the victim sitting on the bicycle when one suspect aapproached on 1 foot with a weapon and fired. >> victim shot in the head. the gunman got away on foot. >> we know people, at least heard shots. we know a lot of people saw suspects running. >> i heard like 4 or 5 shots.

myranda stephens is live on the scene with more. myranda?> well, karen, the bodies were discovered around 5:30 this evening. inside of this home behind me. in the 300 block of contour road. here in mt. airy. frederick county. and just a few seconds ago, in fact, you can still see them. investigators look like they are searching a jeep that is parked outside of the home for evidence. now, state police say that all of this began when a friend of the family had not heard from them in awhile. and she went to go check on them. when she came to the home she went to the back of the home. peeped inside of a window. and found a body inside. that is when she called 911. and troopers went inside the home and found the four bodies. what appears to be the mother, and father, and their two children. a 13-year-old boy, and a 9-year-old girl. now, just a few minutes ago, we spoke to a neighbor, who was friends with the little girl. and this is what she had tosses about the tragedy. >> sometimes my friend we play because i go to her house every day and somet

myranda stephens live outside the city hall latest on the story tonight. myranda? >> well, jeff, tomorrow morning, the city's board of estimates will be here at the city hall, to vote on a detailed, very detailed, plan to cut the city's budget. it involves extending a hiring freeze and cutting back on spending. but the most important part of here, biggest part of the plan, involves a minimum five days mandatory furlough days, for all city workers, along with the elimination of more than two dozen jobs. but one city council member, belinda conway, said she is calling for an emergency hearing over the layoffs, saying she questions the procedure and whether it is really fair. >> we don't want to target people, and get rid of people. and not only that, we want to find a way to rectify this budget issue without laying people off. there is a way to do everything. this is not the way. >> and the city's plan is far from complete. they say they are still negotiating with the police and fire unions. which say they are already cut to the bone. and cannot afford any further re

as myranda stephens explains, neighbors say financial troubles may be the motive behind the crime. in this quiet community, a memorial marks the tragedy that left so many in disbelief. >> i was hoping i would go to sleep and wake up and it was a bad dream. >>reporter: state police found 38-year old charles dalton sr., his wife 37-year old jennifer and the couple's two children 14-year old charles jr. and seven-year old emline all dead inside their home in the 300 block of contour road. investigators say charles sr. used a 12-gauge shotgun to kill his wife and children while they were sleeping in their beds. he killed the family dog before turning the gun on himself, but left no suicide note behind. >> everybody said they were happy people. this is a total shocker for everybody. >>reporter: police believe the killings happened between thursday night and friday morning, but it was a family friend who out of concern, stopped by the house and made the discovery. neighbors say the family's home had been on the market well over a year, but apparently were only about a month away from fin
