credit unions have a board regulators naacp and so we're not the problem so a board can work. if i can just give you personal testimony in what i experienced, when the predatory lenders were out there doing 40-year mortgages, interest-only mortgages, my examine before the regulation got out on naacp in black and white were calling us on the phone saying, don't do it. don't do it. i just had another example last week, and it doesn't have to do with lending, but ncua is a source for our member to complain. i had one member to complain about a $40 withdrawal from an a.t.m. and she did not get the money. she wrote the letter to n.c.u.a. and we -- before i got the letter from ncua, i had already resolved it but then i had to turn around and respond back to ncua. and this was in less than a week's time. so i think ncua does a good job really of keeping us on the right track. >> i agree with the credit unions and our community bankers. we try to do whatever we could, many of us, as during the regulation part to protect them because we know they did nothing wrong. but unfortunately at

the naacp, the new director really has made this an important issue, and that is what is going to take. we could run down the list of all the great things there are to do, but we have to push back on this kind of hysteria on crime, and it takes leadership to do it -- it takes individuals, all of us, to do it as well, to put pressure on leaders, but it takes real leadership to do that. that is how i would put it together all in one place. >> in the vein of what is hopeful, and there is a reentry coordinating council in san francisco and also one in alameda county. what has been helpful to me is i think that overwhelmingly, we have this being tough on crime problem as opposed to being smart on crime, but i think that even in places where you would not expect it, people are starting to make the connection. for example, a lieutenant from the sheriff's department in alameda county is one of the most consistent and supported participants in the coordinating council for reentry in alameda county. i would say it is an unlikely ally, and i'm sure that we are lucky in his leadership and support.

the agreement entered into on december 30, 1982, by the naacp, sfusd, and the california state department of education has as its goal the development and academic excellence as well as full desegregation in every school classroom and program. in 1984, six schools were included in original phase of this decree. burton, king, carver, charles drew, sir frances drake which is now malcolm x, and horseman. there was a special plan in place for the bay view hunters point called the special plan but here we are again. no offense, but why are we here? there is work to be done. the most important concern that i have as a parent and as a parent in the bay view is to close the achievement gap within the targeted population. no offense, people, but the white traditional way of teaching is not working because the teacher is the key to closing the achievement gap, i believe teachers must be well equipped and have the competency to teach our most challenging students of today and a lot of them do come from the bay view. we must have qualified teachers to educate our children. stop using the bay view as

." >> woodruff: according to a report out today from the naacp, states are spending increasingly larges of money on prisons at the expense of public education. its research shows states spend more than $50 billion annually on government-run correction programs. in the last 20 years, state spending on prisons has grown at six times the rate of spending on higher education. and, one in 31 americans is under some form of corrections control. the effort to address the problem, identified in the report titled "misplaced priorities," has attracted a measure of bipartisan support. joining us now is benjamin jealous, president of the national association for the advancement of colored people and grover norquist, head of americans for tax reform. gentlemen, it's good to see both of you this evening. ben jealous, let me start with you. what do you think is the most important finding from this study, this report? >> our country is 5% of the world's people, 25% of the world's people in prison. and we have too many people in prison. and what's clear is that the policies that have put them there are
