now, to ensure that the military can perform its the nal defense mandate, department of defense, must, -- for for the climate change. the climate change adaptation road map that department put out noted that rising global temperatures, changing prescription patterns, climbing sea levels, and extreme weather events will intensify the challenges of global instability. hunger, poverty, and conflict are the inevitable results of climate change and the effect on communities all around the world. climate change will likely lead to food and water shortages, pandemic diseases, disputes over refuges and resources. and destruction by natural isasters across the globe. not only are these climate-related events impacting installations and base readiness, but they are lso creating more frequent request for military support for disaster relief and humanitarian assistance. and so both active duty service members, national guard personnel, and reserve personnel are increasingly responding to assist communities in impacted events here in the united states and around the world. climate change presents

in fact, if you look at the national security strategy, it talks about vocation nal training. it talks about diversifying the energy portfolio. it talks about a forward presence of the diplomatic core and our development activities throughout the world. so, let me turn, though, to the focus of this committee, the national defense strategy and the underlying budget. this year, the president's budget request for $750 billion, 718 to the pentagon and which is the highest adjusted for inflation since the height of the iraq war. and overseas contingency, includes oco funding of $164 billion to the pentagon which is the absolute highest that we've seen since the height of the iraq surge in 2007 and 2008. and this is occurring at the same time that the national defense strategy is talking about a pivot away from the counterterrorism fight, not abandoning that fight, but pivoting away as we focus more on great power of competition with china and russia. i think it's important for congress that, you know, we are open and transparent to the american public and that the department of def

when congress exercises congress tugs nal responsibility in rejecting the budget request, this committee will also conduct oversight to deal with what i consider major problems in foreign policies and at the state department. mr. secretary, i was hopeful that the department would work collaboratively with us to allow this committee to carry out its constitutionally mandated oversight duties. i must say three months into the congress, the response to the department and our request is ranged from foot dragging to outright stone walling. it's very frustrating and thats not acceptable. i believe you would feel the same way since i know you if you were still a member of this body. i hope the trend changes, but if it doesn't, i will use every tool at this committee's disposal to get the answers we need. and i hope we can get some of those answers today. i look forward to a frank conversation and to your testimony, mr. secretary. and before i introduce you, i will call on my friend, the ranking member, mr. mike mccall of texas for any opening statement he may have. >> thank you, mr. chairman. w
