ryan nobles on cal to hill. >> reporter: the vote did not happen. this despite speaker nancyelosi's plan to vote on a bipartisan infrastructure package in the house of representatives. ment speaker waited until 10:00 on thursday night to say there would be no vote, and that is because she just didn't have enough votes for the measure to pass. house progressives held firm throughout the day, saying that they were not interested in passing this bipartisan infrastructure package without specific assurances that the much larger $3.5 trillion social safety net expansion would also be passed. it required a lot of negotiation between many of the most important players to try and get to a place where they could even have that conversation. kirsten sinema and joe manchin, the two moderate senate hold outs, along with senator bernie sanders, senator chuck schumer, and white house officials worked furiously into the night trying to hash out an agreement. but in the midst of those negotiations, it was sanders who emerged from schumer's office and said that this negotiating style was what

ryan nobles. he's up on capitol hill. the house just sent the criminal referral letter on bannon to the u.s. justice department. tell us about that. >> that's right, wolf. nancyi joined by the chair of the select committee assigned that criminal contempt referral almost immediately after it was passed be i the house of representatives. we were told the clerk had it in the hands of the u.s. attorney in washington, d.c. by 5:30 this afternoon. this as the select committee continues its quick work to get the information they're looking for. steve bannon, a long time adviser, former president trump and the man who predicted this on the day before january 6th -- >> all hell is going to break loose tomorrow. >> is now in a legal predicament. >> the resolution is adopted. >> the house of representatives voting to refer him to the department of justice for criminal contempt of congress because he has refused to comply with a subpoena of the january 6th select committee. >> if you act deliberately with sneering, cavalier contempt for the american people and their representatives, we will hold you in contempt. we will get to the truth of the violent assault on america.
