. >> nannette miranda is live at the sheriff's office in san leandro with the details and the photo of the man they're looking for. good morning, nannette. >> reporter: good morning, sam. almeida county sheriff's deputies are definitely calling this a wake-up call for parents to keep a closer eye on their children when shopping. here's the man investigators are looking for, described as a light skinned african-american 18 to 19 years old, six feet tall with a flat top haircut. he's suspected of sexually assaulting an 8-year-old sunday at the 99 cent only store in unincorporated hayward. the girl was in the toy aisle when deputies say the suspect cornered her, grabbed her, then forcefully put his hand down her pants. he fled the store and the search of the area did not turn up anything, which is why law enforcement is turning to the public for help in finding this man. until then a word of advice from deputies. >> people that specifically come to stores like this to target children, and you as a parent have to be very vigilant and never let your child out of your sight. >> reporter: her

live in san francisco, nannette miranda, nbc bay area news. >> incredible pictures. thank you so much. the break in the weather is a big relief for power crews working hard to restore power to thousands. pg&e says they are also getting ready for the next round of rain. christie smith is live at pg&e headquarters in san francisco. the company even opened up emergency operations? >> yeah that's right. they have a room full of people doing things like ordering new utility poles, utility lines when necessary. they say they're using this break in the weather to try and restore power to the majority of their customer that lost power during the storm. their emergency operation center actually open yesterday morning around 6:00 a.m. it's going to stay open through monday. it was last used during the rain in december. they say in the bay area about 96% of the impacted customers, their service has been restored now after strong winds and rain washed across the bay area toppled trees on to power lines leaving thousands of customers in the dark. more than 2,000 pg&e workers have

nannette miranda joins us with how silicon valley is reacting to the decision. >> good monrning. invogt was close. the fcc decided 3-2 in favor of net neutrality which essentially means treating the internet like a utility. today's vote caps off more than a year of heated debate on the issue. the fcc received more than 4 million public comments. on the one side content providers like netflix and google which favored net neutrality. the opponent like time warner and comcast, wanted to be able to charge more for so-called fast lanes, faster connections to the internet. in the end, the fcc said no to fast lanes saying it is a utility. there aren't faster ways to get water and electricity. they all reach the consumer in the same way at the same speed. equal access. >> it's a real question and what is unclear is how it's going to affect us as consumers, do we have to pay more because now these internet companies are making less money? we don't know. but it's going to be interesting to see how it shakes out. one of the things we know is we all get water and it doesn't cost that much an
