national weather service issues a hurricane warning stretching from north carolina all the way to nantucket. irene is expected to make landfall between 8:00 and 10:00 eastern today in north carolina's outer banks. it could weak on the a tropical storm by the time it reaches new england, experts say irene could be destructive. president obama returned to the white house last night. but not before issuing a warning to residents in irene's path. >> i cannot stress this highly enough. if you are in the projected path of this hurricane, you have to take precautions now. don't wait. don't delay. we all hope for the best, but we have to be prepared for the worst. all of us have to take this storm seriously. you need to listen to your state and local officials. and if you are given an evacuation order please follow it. >> the president signed an emergency declaration authorizing fema to provide all necessary resources to assist in storm relief. the declaration will provide federal funds to areas that have been designated as states of emergency. that i know clouds new york. the city's entire subway

the ferry service to martha's vineyard and nantucket has been down today which is my district. and offshore we are look at 20, 30-foot waves. we are getting some high gusts. in the cape cod area we are not getting as much rain as the western part of the state. but it is a dangerous time for people here. >> absolutely. the governor deployed 500 national guard troops, saying about 200,000 troops would be activated over the weekend. what was the status with the evacuations? they were not mandatory, right? >> no, they weren't. people around cape cod are used to storms on the islands. the ferries were active. people left the island that would be leaving. they knew they would not have a chance for days after if they didn't. people went back over the bridges, because when it hits 70 miles per hour here, the bridges that connect the islands are shut down. people know the drill here. and they're used to it. but nevertheless you can't control the storm. we're happy that emergency fema services are here so we will be able to get them help at the local and state level. >> we hope you and y

hurricane warnings currently affect north carolina to the north into the islands of nantucket and martha'seyard off the coast of massachusetts. nbc meteorologist jack jones me now with the potential impact of irene. good morning. i know you just got this hurricane center update. >> yeah. even though it has weakened by five miles an hour, still a category one. there has been absolutely no change in the watches or the warnings, so if you were under those evacuation orders, you are still under those vakz orders with a hurricane warning basically for the entire mid-atlantic right up into the cape. still at this point. what we're noting here, at least on the satellite loop is this storm's is it center is on the outer bairpgs. it still looks like it's going to hold up here for a category one storm. weighs see this push out near the delmarva peninsula later on tonight. the other thing worth noting, well, the bottom edge is pretty weak at this points as well. we'rement going see too much rainfall on the back side of this now that it has made landfall, but still a very powerful storm as it will be

right here is long island, nantucket.e have 5,000 flights in the air, usually every day on average there's about 30,000 flights. right now we've got five. let's follow the path of the hurricane. see how these airports are bouncing back in the same kind of movement and momentum and path irene took. we start off in norfolk and show you. ten flights now heading into norfolk, virginia of the move things further north into washington, dull less and reagan. 84 flights in dulles. going to philadelphia right now, what do we have? zero. airports not open, closed. not accepting departures or arrivals. looking on the docket i saw an 11:00 and 12:00 coming from canada arriving in philadelphia, not canceled. we'll see how that goes in terms if you have flight plans in philadelphia. to new york city we go, what's cooking there? zero. nothing happening in or out. a thousand port authority officials are on the move to get the planes back as soon as possible. expectation in new york for all of the new york airports including islip and lag

now it has -- it goes from nantucket back over outside of philadelphia. as we get closer and closer, it narrows. i don't see anything showing us it is not going to take the path along the coast. >> people need to stay vigilant about the forecast, the track and being prepared. >> the wind is one element. this is a huge storm. it is going to produce the huge waves. it already has the huge waves with it. a lot of people forget, katrina was category 5, it made landfall as a category 3, it wasn't a t category 5 at landfall, but they have all that momentum with them, with the waves and the rain. i think by the time this is said and done, the legacy will be one of the most widespread power outages our country has ever seen. >> we'll let you get back to work. thanks so much. all day long, we are keeping an eye on what is taking place around this country. governors and emergency officials too along the east coast, they're going to be holding different briefings as they watch the storm move along the coast, giving updates on the situation for their individual state
