(applause). >> good afternoon, everyone. thank you for having me here today. again, i'm naomi kelly, city administrator for the city and county of san francisco and it's an honor to be participating in this important panel discussion on the uss macon island. over the course of the next 50 minutes, we will be going to focus one of our -- we're going to be focused on one of the most important elements of our city and that's the resill yepbs of our life line. i am joined by a prestigious panel of experts who i believe have a keen insight sbat resill yepbs of the capacities we will be relying on heavily in moving forward post a disaster. here with me today is kirk johnson, to my left, vice president of gas transmissions from pacific gas and electric. next to him is don boland, executive director of california utilities emergency association. next to him is david brig, regional and local water system manager for the san francisco public utilities commission and finally but not least, romel an jell lus, manager for san francisco w

(applause) >> good evening, everyone. thank you for coming out this evening. it is my honor to just thank all of you and all of the award winners for all of the great work that you do in the community. you are the nuts and bolts of san francisco. you are what makes us resilient, which makes us -- which gives us character. and, so, we appreciate all of you. these awards are important and they're an important opportunity for all of us at city hall to make a moment and salute the people and organizations that work hard every day to make our neighborhoods the very best that they are. so, i have the distinct pleasure to introduce one of my most favorite people, city employees here in san francisco. y'all just heard from mr. clean, and that's who we affectionally call the director of dpw mohammed nuru. and he has a right hand and that right hand, her name is sandra zanega. it doesn't matter what neighborhood you're in, you can call either one of them and they will tell you what's going

i'm here with supervisor scott wiener, with our treasurer jose cisneros, our city administrator naomi kelly, representatives of mayor kwan in oakland, from our sfnta john haley, members of our work force and economic development teams and our assessor recorder carmen chu, along with our department of human resources mickey callahan. also to my immediate left here is california state secretary of labor, marty morgan stern. this morning we have come together to talk about the need to reach an agreement on our bart system. the whole week, and certainly weeks in the past, i have engaged people working in our hotels, in our coffee shops, in our restaurants, small businesses the like. i couldn't even get a burrito without confronting somebody who asked that we take our stand object behalf of the public. that we need an agreement and not a is strike in our bart system. and that the public rider ship, the 400,000 people who use bart, need a voice at this table. we need to make sure that both management and labor have as their objective when they are meeting to negotiate out an agreement that they n

clarence jones is here tonight, but also many other leaders reflected in our city administrator naomi kelly. in our san francisco commissioners including joe marshall, michelle davis, and susan christian from her human rights commission. who you later here this evening, and also of course, again, don to zia and jennifer to peter for their great work. one of the highlights i have in my own personal history is that moment where i was serving as the director of the human rights commission, and i went to mayor willie brown at the time. it again i indicated to him that, yes, i've had many years of advocacy on behalf of people but i really wanted to do something more direct. so he asked me what was that. i want to get into the real business of the city where people get hired, contracts get awarded, the real business of the city. he said, why do you want to do that could i said because i believe we'll civil rights movement is an economic justice. and i felt women-owned and minority owned businesses could be key to that and that as i grew in these positions there was something else that i wanted to

[ applause ] as i would like to call it my partner in public safety, sir, thank you for being here. city engineer is with us. from the department of emergency management along with other people from the department of emergency management and i'm introducing all of these people because it wasn't just the fire department alone. it took a lot of work from the department of technology to the department of city planning, i saw brian strong here early and ken rich from the mayor's office. a whole host of people, and we have john green who is our department captain, who earlier this morning gave a very special blessing upstairs in the dining facility to all the members at station 1 and for blessing this building and all the work done here. few other folks that i would like to acknowledge, local 798, the men and women presented by tom o'connor behind me, thank you, tom. as well as some of his members of the executive board here, thanks very much to local 798. there is two retired deputies he

i know that as naomi kelly presented this when it came to the board, the rent for the new space is going to increase significantly based on what the rent was in the war memorial building. i'm wondering where that shows up in the budget. >> supervisor mar, through the chair, kate hour, mayor's budget director. this is the -- the issue you're raising is the same one i think that supervisor breed is raising. so, if you look at the -- so, this isn't a work order, essentially. the lease payment, the rent payments are budgeted both in the city administrator's department and the department of real estate and in the law library department. so, in the law library, you see an increase of $891,000 for rent and you would see also a payment in the city administrator's department for that lease payment. that's only now because -- i mean, we had -- we didn't have a rent appropriation when we moved out of city hall to the veterans building in 1995 with the mayor and board of supervisors. when everybody came back and they were expected to come back and we did not, then they implemented that appropriation
