naomi kelly, city administrator. i thought i would just quickly go through and say that i am, too, cautiously optimistic that we'll get to a project labor agreement. both the department of public works and rec department are in support. we've seen these being done at the airport and the school district. the devil is always in the details. i'm a fierce advocate in my career of supporting minority and women-owned businesses, protecting local business enterprises, protecting local residents and making sure local residents are a part of this and protecting workers and wages and benefits. i do think we'll eventually get to a win-win situation where we're all in agreement. i want to thank supervisor peskin, safai, and fewer in leading negotiations with everyone who they've identified. i will quickly go through some areas in which we discussed around the table that we thought would be great, that we've all agreed on. one is the definition of core employees where we all agree that the core for contractors who are existing co

>> supervisor naomi kelly. let me take the first question you asked about explaining the local business enterprise ordinance quickly in a nutshell. it has evolved as prop 209 was enacted and minority and women owned business ordinance and is now our local enterprise ordinance. we buy many different types of product services in construction from the city, but when it comes to construction, contracting a small local business can be certified to do contracting if they have an average gross receipt of $20 million over three years. and then in construction, per state law, you bid on these contracts, and the lowest bid wins the award. since then, chapter 6 has different delivery methods, but if you do the traditional low-bid method, then if that dollar amount of that construction contract is under $10 million, then the lowest bid, they happen to be a certified l.b.e., that they can prove they are principally headquartered near san francisco, have the average gross receipts of 20 million or less, and are licensed in t

naomi kelly, city administrator, i want to start off with the first slide to give you an overview of everything that is under the city administrators office. someone has the clicker? i don't. all right. just a quick reminder of all the different divisions here. on the left-hand side, there are six departments that are technically under the city administrator. what up which you will hear separately. but the other departments consist of the medical examiner, the entertainment commission and animal care and control. we have many programs including 311, things of that civic engagement and immigrant affairs, the bachelor programs, the community grants, the county clerk, the mayor's office on disability and grants for the arts. the office of cannabis regulation, transgender initiatives and treasure island. and then we have the back office, which we call interpersonal services. our contract monitoring division, digital services, -- fleet management, real estate, we often stop resilient, risk management and mail services. i would like to point out that there are two not departments that we a

first of all i want to thank you naomi kelly for implementing, helping to implement a telematics program. i know, at this point we had 4,000 of our vehicles, city fleet armed with telematics. some of the preliminary results have been very promising. ings like reports have shown, you know, that there has been a reduction in incidents of speeding, which is crucial to our policy around vision . and then, even collecting data around which cars are not being used, or idle. that is already creating a movement, i guess, to remove some vicles so that we can start reducing our fleet, since we are not using some of them. saving asked the city some money. i believe -- and then, there is about 1600 more vehicles that i would love to see under the same program. these were exempt from the first wave, and they are mostly police and investigional services. so i am really looking forward to your full report in terms of what the data reports, and i am guessing it will be very positive, and this would help us get some motivation to have the other 1600 vehicles armed with the same telematics or some version

naomi kelly. supervisor administrator. first on behalf of the capital planning committee. i am very happy to be here today to introduce the seawall earthquake safety bond measures that are before you for recommendation and inclusion on the november 2018. it supports our regional transportation including the b.a.r.t. and muni tubes, and ferry services. it protects our city from flooding, it supports critical utilities, whether it's water, sewer, electrical, telecom, and emergency response and disaster recovery infrastructure. it makes it possible for our way of life and it's a big part of who we are in san francisco. the seawall's importance to so many different assets is how we've come to understand the urgency of the need in the first place. in 2014, under the leadership of then-mayor ed lee, the city introduced the lifeline's interdependency studies to study the interdependency across the region. the seawall was identified as one of the most critical interdependency issues that could impact emergency response efforts and the safety of our people and property following a

little more homework on this particular office and i was unfamiliar last week and i appreciate naomi kelly for coming to talk me through this. we have a series of transgender individual policies. that are kind of out there in aggregate. this role would kind of pull all of the different city functions and look at the issues facing the transgendered community through -- kind of through one lens. it would be -- this person would be managing the transgender policies that the city has put forward as wells as helping shape the national conversation and will put us on the -- on the radar in terms of highway prao file vizability and i think that we as a city should embrace that. so, i'm going to recommend that we not accept the b.l.a.'s recommendations when it comes to the director of the office of the transgender initiative. and that we actually support what the city administrators has come to us and is requesting. so i want to just share that a little bit more context around that, this particular position. i think it speaks to our san francisco values. it is going to help ensure that city employ
