choice and i would have really liked to have nominated her today and that is city administrator naomi kelly. she is someone had has served at the helm of the city for decades and is a great public servant. and would have been a perfect fit for the interim mayor role. for very similar reasons as to why the board in 2010 had shr selected then city administrator ed lee. i know she is close to ed lee and would have carried his principles and policies forward. ed lee is the mayor that the voters have voted for and in many ways it makes sense to honor that by nominating naomi kelly, but i did not want to create a show by nominating her and asking her to come down here. i did ask her and she said she would not be able to accept this position and that the best way she can continue to serve the city is as city administrator. but i did think it was important for members of the public to understand why a formal nomination was not done, because we received many e-mails on behalf of ms. kelly. and i want to thank ms. kelly for her service and it says a lot about your leadership that so many members of t

i'm going to turn it to naomi kelly who over sees the san francisco and recovery.t's all yours.. >> thank you, anne. i just want to start off with there is a report that heather green, our director of planning but i would be remiss if i didn't talk about the life council. we have been meeting in this calendar year. it's been great. we have a renewed focus on restoration timelines and you know the purpose of the lifeline council is to have inter agency cooperation not with just our internal public sector utilities but private sector utilities. we don't want to be at the table for the first time when the incident occurs or we don't know who to call. it came in very handy when we had the power outage and we knew exactly who to call with pg & e and get them on the phone and let us know when the restoration timings would be up and running for the city. additionally, we had an inter dependency study about how we are dependent upon each other for power and very important and also focusing on access fuel and roads which is important to get our city back up and running righ

so we have the separation of powers, and perhaps that will end up being london breed, perhaps naomie kelly because these two people are in alignment with what ed lee was doing. maybe it makes sense to continue that until we have a chance to change the direction for the city. but something to consider. make sure that the person who you appoint, get this in writing, because we know it happens during the process. make sure the person you appoint actually lets you, the board of supervisors as the whole body, do the budgeting process as a collaborative process, because that's the main thing that our interim mayor is going to be doing is leading that process. make sure they don't do anything crazy with our department heads and our appointments to the commission, right? that's the other thing. the third thing, ed lee before he passed in november, said he wanted to help transition a thousand people off of the streets in the winter. winter is not coming, it's here. i offer my services as the director of the st. francis homelessness challenge to work with this body to do that now becauser in crisis.
