collectively, nasfa members serve 90% of all student aid recipients. focusing specifically on the title 4 federal student financial aid programs, a central tenant is to advocate for public policies that increase student access and success in post secondary education for low-income students. we know that financial aid has an impact on access and persistence as just under 75% of pell grant recipients had a family income of less than $30,000. we also know that we need to do a better job of enrolling and supporting traditionally underrepresented students. as they continue to represent a small portion of enrollment compared to white students and baccalaureate granting institutions. knowing this context, we should be considering improvements to the federal financial aid programs with an eye to how they may best serve students most at risk. in the short time i have with you today, i'll share with you policy concerns and recommendations related to two different areas of the federal student aid programs. first, the federal pell grant program and second, the fed
