i'm natalie allen and you are watching "cnn newsroom." and we begin again this hour in greece where the government has failed to make that $1.7 billion payment to the international monetary fund. the banks are closed but that is not stopping greeks from lining up outside. look at this scene. they are trying to get their money. these pictures are from just a short time ago in athens. european creditors have refused to extend greece's current bailout but they will start discussing a new plan when day meet in just a few hours. cnn's emerging markets editor joins us in a moment from abu dhabi but we begin in athens with cnn's isa soares and that is certainly not a good scene there outside that bank. and what a feeling for people who want to get their money and told they can't. >> reporter: yeah highly frustrated i'm sure a lot of the pensioners. they were told they were going to get paid on monday and then they heard it would be tuesday and now they are being told it would be today. initially it was 60 euros and now they are told it will be 1

i'm natalie allen. it's now 10:00 a.m. in greece where pensioners have been lining up again today outside banks hoping to get their hands on some money. there's a great deal of confusion and uncertainty about what is going to happen over the next few days. the government has implemented strict withdrawal limits to try to stop the banks from running out of money, bringing the financial sector to a grinding halt. prime minister alexis tsipras is urging people to vote no on sunday's referendum on whether to move forward with the terms of a european bailout plan. that is a 180 degree change from earlier tuesday when he told creditors greece would agree to nearly all of their bailout conditions. the greek finance minister says he hopes a new deal will happen by monday. >> translator: we are prepared to accept even strict measures as long as the framework in which they are contained is sustainable as far as growth. so greece can grow and grexit disappears so we are not in the same situation in a few months. >> vote no vote yes,

. >> elinda i heard you speaking to my colleague, natalie allen, in the last hour and you said it quite frankly that greeks have a hell of a decision to make. do people really understand do they really think out, you know what would come next if they vote yes, and what would come next if they vote no? do they really understand the outcomes? >> reporter: it's difficult to understand at this point simply because there's so many conflicting views and opinions coming in all the time. it seems that the european creditors are really suggesting that the yes vote is the only way for greece to remain on its european path. those supporting the no are saying that no this is really about austerity and this is only about the bailout and not about greece's overall position. now, a report by the imf that just came out yesterday seems to have complicated things somewhat because it seems to suggest that debt relief is really key to greece's development and the sustainability of its debt. this is a position that the greek government has been supporting all along. so that seems to be partly used i would s

i'm natalie allen. you're watching "cnn newsroom." our top story is from greece now that the leaders have the backing of a parliament over bailout reforms, greek prime minister alexis tsipras says they are in a better position to negotiate with creditors. greek lawmakers voted to accept economic reforms that the voters rejected a week ago. it includes raising taxes and cutting military spending. the imf estimates that greece needs at least another $55 billion. the next step belongs to the euro group which meets in a few hours in brussels. new new loan needs an unanimous agreement. the crisis in greece has left many small businesses struggling to get by especially those casering to catering to tourists. >> reporter: out here in the gulf you have to remind yourself greece is in crisis. the ferry companies haven't forgotten. there have been so few passengers some are running reduced services. but on this boat there are a good size number of tourists for an island an hour from athens. the people that flow from the hull are needed here. th

i have to quote you from another hour talking to my colleague, natalie allen, putting this in propererspective, that greeks have one hell of a decision ahead of them. what's the mood ahead of this vote? >> reporter: well we know that the two sides are very close. the yes and no are only within margin of error. i mean one percentage point between them. so greeks are facing a very big decision but they seem to be responding to two different questions. the yes-no seems to be voting on whether greece is going to stay in the eurozone and potentially europe while the no camp seems to suggest that by voting no they will be able to put more pressure on europeans, on their creditors, to give greece a better bailout deal. now, this is the position that the government has been supporting all along. it is what we heard from mr. tsipras last night during a rally in athens. so the two sides seem to be very polarized at the moment. this is also a message that all politicians have picked up on because as you understand at a time of such financial difficulty both sides have to recommend calm and make

. >> ron allen in kenny bunk port thank you so much. >>> dr. natalie azar is here. i don't care how old you are it sounds bad. >> but how people do the prognosis depends on the underlying condition of the patient which means if you have arethritis arthritis, for example, in your neck already you may not fare as well with a spinal fracture. at the end of the day it has to do with mostly the location of the injury and the mechanism of the injury. was it a blunt force trauma. obviously the spinal cord runs through the boney components of the neck. if that is impinged upon obviously that can lead to paralysis. a lot of fracture os cur at the boney prominences to the neck. not close promiseximation of the nerve. it sounds like he's going to be quickly treated and release. he'll be in a soft collar for a number of weeks. but based on what we heard so far, obviously we don't have access to the mm record it sounds like a minor injury. probably based on what happened and where it happened. >> we're sending our best to the president and mrs. bush and the entire bush family. >
