i'm natalie allen. we are just months away from a u.s. presidential election amid a global pandemic. american voters are being put on notice that mail-in ballots may not be delivered in time to be counted in november. that warning coming in a letter from the u.s. postal service to nearly all 50 states, greatly compounding the issue, post office hours are being cut back. and thousands of sorting machines and drop boxes have been taken out of service. the postal service now says it will stop removing the boxes in western states until after the election. democratic lawmakers are furious and demanding answers from the head of the postal service, louis dejoy. we learned the agency's inspector general has begun a review of the changes and possible ethics conflicts. as president trump rails against mail-in voting as fraudulent, he and the first lady plan to, get this, cast their ballots from mail. kaitlan collins has more from the white house. >> reporter: even though it could be critical to carrying out the november election, president trump ma

i'm natalie allen. you are watching cnn newsroom. the u.s.g administration has authorized two tests that can measure the levels of anti-bodianti-bobodies as someone is infected with coronavirus. we get the latest on those efforts from cnn's elizabeth cohen. >> the medical profession is getting smarter every week. and eventually, they will be armed with amazing therapeutics. >> that's bill gates on cnn's global town hall "coronavirus: facts and fears." the bill and melinda gates foundation is funding up to $25 million in research for coronavirus treatments. for now, doctors are using treatments that exist for other diseases. studies show blood thinners help fight clots among covid patients. preliminary, unpublished data shows, that receiving plasma or blood from someone that recovered from coronavirus, also reduces the risk of dying. as far as new weapons from covid-19, there's one treatment, remdesivir. this drug shaves four days off of a hospital stay. while that's helpful, it's not nearly enough. there's still a need for more new coronaviru

i'm natalie allen and this is "cnn newsroom" live from atlanta. tropical storm isaias is not quite a hurricane, but that could change soon. south florida's east coast is already experiencing wind and rain from the storm's outer band. florida officials face the difficult task of trying to keep people's faith even as the world grapples with the worst outbreaks in the country. every time i say it i say it wrong isaias. >> isaias. it's a tough one. >> hopefully it won't be as challenging of a storm as the name itself. >> fingers crossed. right now it's five miles an hour away from being a hurricane. it's about 70 miles off shore of south florida. you can see all of the rainfall over the bahamas beginning to move to the northwest. a lot of rainfall across the bahamas crossing. we'll soon be pushing into palm beach county, martin, saint lucy county. we're going to see the rainfall across miami-dade and broward. eventually it will push to the north. you are going to see the showers and storms spinning off of isaias here coming in in full force. the treas

he described the scene to my colleague natalie allen. >> there was a gathering out in the suburbs of trump supporters and they were going to drive around the outskirts of the city, but a lot of them decided to come through into downtown where they met a bunch of protesters who were there, wanting to confront them. and sort of during the hours that -- of that happening, there are reports of gunfire, went over to the scene, and the police had blocked it off. there was a man who had been shot in the chest who was being treated at the time. and it appears to have been wearing a patriot prayer hat on his head, patriot prayer is a far right group here in the portland area. >> tell us more about the clashes between these two groups, mike, throughout this evening, and what was the police presence like during this situation? what did they do to try and help defuse this back and forth between the trump supporters and the protesters? >> yeah, i mean, as some of the supporters were coming and driving into the city, there were protesters that were blocking the street, and the police came and move
