california national guard, california national guard member appointed by the california national guard activated when appointed to that position. as we look at the way these cases are set up, making a recommendation with regard to limited number of cases, 50% or something, california national guard looked at that. when we look at these things we have enforcement discretion. we don't have to say the auditor did this and before we get to the point of establishing the debt we determine if it is in our interest to establish the debt or not. we look at other states, smaller numbers and lower error rates, some of the other states where you had eight cases only two center for recruitment or only 3% for recruitment or 40 cases only 5%. they make those judgments. what california did and it was within their discretion and given they said they had another review of 91%, i can't say it is wrong to do this but they not only referred all the cases for recruitment but also said we would do 100% review of everybody else, not only refer recruitment to those cases but go to the rest of the universe whic
