the national hurricane center warns historic flooding is possible.rricane sally's slow movement mean states will have to endure destructive weather for even longer. some roads are already under water and tens of thousands across three states are now without power. cnn's polo sandoval joins us now from mobile, alabama. talk to us about the situation this afternoon on the ground. >> reporter: every hour becomes clear that sally is a stubborn storm making its way slowly towards the gulf coast and with that those winds grow more intense by the hour. really every time we check back the wind is more intense. we're looking over the mobile river. a body of water that eventually empties out into mobile bay and then into the gulf of mexico. the concern we've heard from officials is because of that surge, that storm surge will allow that water being dumped on municipalities, may be harder for it to empty out of those streets into the waterways and out to the gulf of mexico. that's what's fueling that flooding concern and that fear of flooding. about 90 minutes

what's the latest update from the national hurricane center? >> norah, the update is this storm has slowed down so much. you heard david talking about it. it is crawling at two miles per hour. consequently, it's moving so slowly it's giving the northern edge more time to interact with the land so some friction has actually weakened it. winds are at 80 miles per hour. this is not going to be a cat 2 or borderline cat 3. it will be a cat 1, quickly downgraded to a tropical storm. landfall could be as early as 8:00 tomorrow morning, could be 1:00 in the afternoon. it will put down a lot of rain because it has so much time to accumulate the water in the rain gauges. a foot and a half around pensacola, two feet or more, i insured 30 inches just east and all of that water it's got to go somewhere. it will go to the rivers. every purple dot you see here is a river that could be cresting cresting at record heights because of all this water. this is a storm that will be defined by the water, not necessarily the winds. norah. >> o'donnell: all right, lon

i spoke to the national of the hurricane center -- director of the national hurricane center earlier. othe govern louisiana said that for a lot of people hurricansally seemed to have come out of nowhere, rapidly forming into a hurricane in the last day. what is the current forecast and it is heading and rong it where will be? >> looking at 100 mile-per-hour winds right now. looking at this, the tropical storm force winds extend over 100 miles. the real story is slow. that is a big problem. if you think about this being 1:00 p.m. tuesday, thi:0 is p.m. wednesday, in 24 hours, that is not a lot of movement. with a slow storm, that compounds the issues with rainfall, storm surge. there is going to be water. from louisianall the way back florida. and torrential, dangerous rains, as well. so, a significant issue with the war. stephanie: a lot of times, there is focus on the center of the ehurricnd when it hits landfall. with hurricane sally, are we more concerned with the prolonged impacts? >> absolutely. you have the cone. at is where two thirds of the time we expect to have the center.

one of the things that joe biden feels strongly about is we need to have basically a national center where we are keeping the names and keeping track of police officers who have broken the rules and broken the law. why? well, because, again, so many of the cases don't go to court because they may not be proveable based on the standard or there's a prosecutor who is unwilling to do it. but they will often go through administrative hearings. right? and so it may result in that police officer being fired. but because there's been no court record of it and no established record of it, that officer can move to another jurisdiction and apply to another police department and that record doesn't follow them. so we're saying there needs to be a central database with this information so we can keep track of these things. we will eliminate the death penalty. we will eliminate private prisons. eliminate cash bail. i've been a leader on that in the united states senate. cash bail is not only a criminal justice issue, it's an economic justice issue. meaning people are sitting in jail because they
