from social security to national defense, we have obligations that republicans insist must be met. so default was not an option. that meant agreeing to terms for debt extension that satisfied neither party. a third premise for republicans was that we must focus on job creation and restoring a healthy economy. that meant not only con strange washington's spending -- constraining washington's spending through greater accountability but preventing job-killing tax hikes and in this we succeeded. and contrary to some public talk there is nothing in this legislation that what would cause future tax increases. if there were, i wouldn't support this legislation. so with this legislation we've prevented tax increases demanded by the president, cut spending over the next 10 years, and created a mechanism to address additional savings especially in programs like medicare, medicaid, and social security. all of which will eventually default on their commitments without reform. and we averted a credit crisis for the united states government. here's why i have such serious reservations about the

obama met with our nation's defense secretary, leon panetta, why the defense secretary, why today of all days? because under this debt ceiling deal, defense seems to be the biggest item slated for cuts, at least maybe for cuts both in terms of the short-term and in terms of the cuts that would come into play if congress doesn't agree on big generic spending reductions, thus triggering automatic deep cuts, those could account to 10% of the pentagon's annual budget. when president obama chose leon panetta to be his new secretary of defense, not just the cia director, did the president make that choice of mr. panetta in part because he saw changes coming at the pentagon? could we actually be changing course on the single biggest thing in american politics that never really gets debated? the single largest chunk of money in american politics and government, the single biggest thing in american government that affects all of our lives and every single thing about the way america is seen around the world but is usually off limits for political debate at home? could we be changing course on

again, but not safety net programs that function as a way of life and believe that america's national defense and our role in the world as the strongest military man has ever known is still indispensable. these are two different visions of america and two different types of solutions. ultimately we may find that between these two points there may not be a middle ground and that in fact as a nation and as a people, we must decide what we want the role of government to be in america, moving forward. so let me close by just saying this has been a unique week for me in a woufpl ways. one -- in a couple of ways. one, my family has been here for the better part of a week, young children. we had an opportunity to walk around a little bit and look at all the statues and monuments that pay tribute to our heritage as a people. it reminds us that we are not the first americans that have been asked to choose what kind of government waoepl or what -- we want or what role of government we want in our government. it is a choice everyone before us has had to make. even in this chamber you can absorb the hist

that will reduce discretionary spending and national defense spending to levels that will threaten basicconomic interests in the nation. i have a couple of handouts attached to the one i mentioned earlier that are available outside that show the magnitude of the cuts that would occur. i am going to conclude with one assertion about tax policy, which is less sure that bill will come back to. -- which bill will come back to. one outcome about the debate about whether to extend the bush tax cuts would be about deadlock so that they all expired. at that point we could begin to talk about how to curb tax expenditures, local, called the but you will then use the revenue generated from them to lower rates by some amount. finally, i have one brief comment on possible outcomes based on what sarah describes. a likely outcome is that the supercommittee will agree to some modest cuts, but not to as much as the $1.20 chilean necessary to avoid sequestration. if that occurs, there will be cuts divided between defense and ninth-defense. they will be so large and so unacceptable that the agreement that
